General Statement of Duties/Distinguished Features of the Class
Hiring range is negotiable between $46,603 and $60,118 depending on a candidate’s qualifications and experience
Performs semi-skilled to skilled work in the maintenance and repair of the City’s traffic signal & sign system. An employee in this class is responsible for the maintenance and repair of the City’s traffic signs, pavement markings, and signal system. Work includes performing day to day operations of the sign maintenance and fabrication shop including sign design, sign replacement, city vehicle decals monitoring and replacement, inventorying and ordering materials, responding to trouble calls, documentation of trouble calls and their resolutions, the installation of new traffic signals, the performance of routine maintenance and repairs and emergency repairs of traffic signal system equipment to ensure that all equipment operates within City and NCDOT standards, conducting traffic counts, and performing related tasks. Work also involves familiarization with the Federal Highway Administration (FHWA), NC Department of Transportation (NCDOT), Manual on Uniform Traffic Control Devices (MUTCD) and local traffic control requirements to ensure street signs and markers remain in compliance.

Essential Duties and Tasks:
• Repairs and installs traffic signal equipment.
• Performs preventive maintenance on all signal system equipment, including inspecting and cleaning equipment, inspecting voltages, vehicle detection devices, sign design and fabrication, sign replacement, maintaining daily records, updating GIS overlay, etc.
• Conducts design, layout, fabrication of signs in accordance with MUTCD, and diagnostic testing on signal components.
• Operates bucket truck and /or works in bucket during repair/maintenance of signal lights.
• Conducts daytime and nighttime conditional assessments of signs and marking to ensure visibility, responds to reported problems, and performs necessary repairs.
• Maintain adequate inventory, cleans and maintains signal shop.
• Directs and assists with painting lines, symbols, crosswalks, and other traffic control markings within the roadways.
• Performs various signal related tasks, such as traffic counts, bench repairs, cabinet preparation, etc.
• Serves on-call on a bi-weekly basis and responds within a timely manner to emergency situations.
• Documents and files intersection maintenance, repairs, and resolutions.
• Assists with the installation and removal of street decorations.
• Performs other related duties as assigned.

Knowledge, Skills and Abilities
• Knowledge of the methods, materials and equipment used in the installation, repair, and maintenance of electronic traffic control equipment.
• Knowledge of the National Electric Code.
• Knowledge of NCDOT traffic signal and sign specifications.
• Knowledge of City traffic and sign ordinances.
• Knowledge of FHWA, MUTCD, city’s sign policies and procedures, and local ordinances.
• Knowledge of the basic principles and theories of electricity and the operation of electronic equipment.
• Knowledge of electrical and work zone safety practices and procedures.
• Ability to operate a variety of hand and power tools.
• Ability to communicate effectively in oral and written forms.
• Ability to read and interpret electrical drawings and diagrams.
• Ability to operate a bucket truck, hand tools, and other equipment used in signal system maintenance.
• Ability to identify traffic signal system problems and accurately communicate problems to supervisory personnel when appropriate.

Physical Requirements/Special Requirements

PHYSICAL DEMANDS:
The work is heavy work, which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects. The following additional physical abilities are also required: balancing, climbing, grasping, hearing, kneeling, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity and walking.

WORK ENVIRONMENT:
The work is generally performed in both inside and outside environments, in extreme hot and cold weather, at heights, and exposure to various hazards such as vehicular traffic, electrical current, and moving mechanical equipment. Use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are required. The work involves occasional moderate risks or discomforts which require special safety precautions, e.g. working around moving parts or machines, irritating chemicals, etc. Employees may be required to use protective clothing or equipment such as masks, coats, boots, goggles, gloves, or shield.

MINIMUM REQUIREMENTS:
• High school diploma or equivalent.
• Five (5) years of related experience.
• Or an equivalent combination of education and/or experience.
SPECIAL REQUIREMENTS:
• Possession of a valid North Carolina Driver’s License.
• IMSA Work Zone Safety Certification or the ability to obtain as determined by NCDOT requirements.
• IMSA Traffic Signal Level II Certification or the ability to obtain as determined by NCDOT requirements.
