Job Description Job Summary Reporting to the Associate Director of Traffic Systems and Operations, the Manager Traffic Systems is responsible for managing and overseeing the operation of traffic signals, the Advanced Traffic Management System and intelligent transportation systems.  Also responsible for managing the design process for traffic signals and traffic control devices, planning and executing capital projects, and providing expertise and guidance in the management of traffic assets and the safe and efficient flow of traffic for Regional intersections and on behalf other jurisdictions (LAM’s, Ministry of Transportation and Niagara Parks Commission). Education
  • Post-secondary 3-year diploma in Transportation Engineering or Civil Engineering.
  • Additional post-graduate courses in Traffic Engineering and Geographic Information Systems (GIS) are preferred.
  • Additional training in geometric highway design and traffic engineering principles and practices is preferred.
  • An equivalent combination of education, experience and qualifications may be considered.
Knowledge
  • Minimum 10 years’ experience in traffic engineering, preferably in a municipal and/or government organization, including a minimum of  5 years in a leadership capacity.
  • Must be certified as a Certified Engineering Technologist (C.E.T.) with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
  • Must be certified with International Municipal Signal Association (Traffic Signals Level I and II, Roadway Lighting, Signs and Markings and Book 7 Temporary Conditions).
  • Knowledge and understanding of the Highway Traffic Act, Employment Standards Act, Occupation Health and Safety Act, the Ontario Traffic Manuals, Minimum Maintenance Standards, Accessibility for Ontarians with Disabilities Act (AODA) and Environmental Assessment Act.
  • Significant knowledge of traffic signal design and operation, traffic signal technologies, Advanced Traffic Management Systems (ATMS) and CAD systems.
Responsibilities  Manages the operation of traffic signals, computerized traffic signal control systems and intelligent transportation systems at Regional locations and on behalf of area municipalities, MTO and NPC, to ensure safe and efficient traffic operations. (30% of time)
  • Oversees the development of traffic control strategies, analysis of intersection traffic data, and calculation of signal timing plans, using traffic signal optimization software.
  • Reviews and approves traffic signal timing modifications, ensuring safe and efficient movement of traffic.  Ensures related documentation is maintained.
  • Manages the day-to-day operation and maintenance of the Region’s computerized central traffic signals system, including monitoring system performance, coordinating the installation and repair of communication equipment and troubleshooting system issues to ensure it is continuously operational.
  • Plans, coordinates and ensures ongoing operation of intelligent transportation systems, emergency vehicle pre-emption and transit priority systems.
  • Receives and responds to service requests and complaints from the public, members of Council and other agencies related to traffic operations and signal performance issues and acts when necessary to mitigate issues.
  • Produces, reviews and updates reports, summaries and performance indicators related to traffic signal operations.
  • Reviews road design plans, construction documents, development proposals and detour routes, to assess the impact to traffic operations and recommends and implements changes to traffic signal assets and operations aimed at minimizing impacts to road users and ensuring traffic safety.
  • Oversees the investigation, planning and layout of traffic management plans in and around construction sites, recommending detour routes, designing temporary traffic signals and other temporary traffic control devices.
  • Investigates and reports on liability claims against the Region related to traffic issues and appears as an expert witness as required.
  • Prepares reports to Public Works Committee and Council on traffic related issues.
Manages the planning, design and installation process for the installation and construction of traffic signals and other traffic control and intelligent transportation systems, including the development of design drawings, materials estimates and contract specifications. (30% of time)
  • Directs and guides the development of design drawings, legal signal drawings, contract specifications, tenders, requests for quotations and special provisions related to the installation of traffic signals, intelligent transportation systems and other traffic control devices.
  • Receives and manages new traffic signal and pedestrian crossover build requests from area municipalities and oversees the design and construction process on their behalf, including providing cost estimates, project management, and tracking and recovery of associated construction costs.
  • Reviews and approves design drawings and contract specifications to be included in capital projects and ensures accurate upkeep and maintenance of information systems and records management for projects, drawings, catalogs and manuals.
  • Directs and coordinates work assignments for consultants, technical staff and contractors for various traffic related projects.
  • Oversees the completion of as-constructed field audits of traffic signal infrastructure after construction has been completed and ensures the legal traffic signal drawing is reviewed and approved.  Sign the “Recommended By” portion of the legal drawing to be approved by Director of Transportation.
  • Manages progress of traffic signal installations, including meeting regularly with contractors, coordinating internal resources, providing technical expertise and collaborating with stakeholders during all phases of construction.
  • Leads the planning of future traffic signal system installations, modifications and enhancements and maintains related asset inventories, datasets and documentation.
  • Develops asset management strategies and initiatives to meet corporate and legislative asset management requirements.
  • Coordinates and negotiates cost sharing agreements with external partners identifying project coordination opportunities ensuring Regional interests are met.
Manages people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (20% of the time)
  • Enables results with the organization’s human capital strategy to foster employee engagement.
  • Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities
  • Ensures alignment and coordination of activity and quality of output between teams under their direction
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained.  This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures;
Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit  ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies.  Ensure goods and services are acquired in accordance with the procurement policy.  Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures. (10% of time)
  • Administers and approves the acquisition of goods and services for their direct reports in accordance with the procurement policy.
  • Identifies annual Operating and Capital budget needs, through an assessment of asset condition, lifecycle and emerging needs.
  • Reviews and prepares requests for proposals and quotations, contract specifications, project plans and estimates for tenders.
  • Identifies capital projects to be included in the preparation of the annual roadway/intersection improvement budget, traffic signal installation and modernization program and expansion of traffic signal control system network.
Identifies opportunities for continuous improvement, ensuring alignment with division priorities, and developing and presenting recommendations. (10% of time)
  • Monitors and reviews existing procedures, programs and activities to identify areas of improvement and ensure efficiency and cost effectiveness in the services provided.
  • Identifies and reviews changes in legislation related to the design and operation of traffic related components, identifying strategies for improvements/modifications.
  • Researches, develops and implements new procedures or changes to existing procedures with a focus on effectiveness and continuous improvement.
  • Oversees the successful implementation of new processes and improved or innovative strategies for service delivery, with a focus on continuous improvement and best practices to improve overall quality and efficiency.
  • Identifies and evaluates new products and technology, develops and implements pilot projects involving the use and evaluation of new products and services by the Region.
  • Provides input and recommendations into Regional standards, approved product listing and consultant roster.
  • Keeps abreast of relevant case law related to traffic operations related claims and works with the Associate Director to mitigate risk and liability.
  • Represents Niagara and Transportation Services on Municipal, Regional and Provincial Committees and meetings.
  • Provides training and information sessions to outside agencies, regarding the use and operation of traffic control devices.
  • Recommends traffic signal improvements to Municipal and Provincial Governments, St. Lawrence Seaway Authority, and Niagara Parks Commission.
  • Evaluates and recommends computer hardware and software for traffic engineering applications.
Performs other related duties and responsibilities as assigned or required. Special Requirements
  • Must possess and maintain a valid and unrestricted specified license for the class of the vehicle operated (G Class – pooled vehicles).

SENIOR ENGINEER and SENIOR PROJECT MANAGER TRANSPORTATION SERVICES  Are you a Project Manager with extensive experience in traffic signal operations and systems and the planning and delivery of complex transportation engineering and design projects? If so, consider this exciting opportunity with Transportation Services!  The Senior Engineer (permanent position) or Senior Project Manager (temporary position) will be reporting to the Traffic Systems Operations Manager, and will manage a team of engineers, project leads, analysts, and technologists. This team is responsible for the optimization and operation of traffic signals, traffic beacons, pedestrian crossovers and accessible signals across the City. Major Responsibilities: Specific responsibilities may include, but are not limited to, the following:
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of related data.
  • Leads and coordinates a multi-disciplinary team in the delivery of variable traffic signal projects such as: Corridor Coordination and Optimization, Smart Signals, Bicycle Traffic Signals, Transit Signal Priority, Emergency Vehicle Priority, Leading Pedestrian/Bicycle Intervals, Protected Pedestrian Phases, Accessible Pedestrian Signals, Left/Right Turn Protected Phases, and Traffic Controller Coding and Testing.
  • Provides technical advice, review and expertise, utilizing standard engineering principles and practices, to assist in the delivery of projects relating to traffic signal control systems, traffic signal controllers and cabinets, and vehicle detection.
  • Develops RFPs for the hiring of consultants to assist with the analysis and implementation of traffic systems operations projects, including the updating and/or development of standard operating practices.
  • Develops RFQs and tenders for traffic systems operations projects relating to the City's Vision Zero and Congestion Management Plan initiatives.
  • Prepares training course materials, and conducts training, demonstrations, and tailgate sessions to staff and for users of traffic control systems.
  • Prepares historical signal timing letters for lawyers, insurance companies, police and consultants.
  • Reviews drawings, engineering studies, specifications, plans and cost estimates prepared by consultants as they pertain to modification of traffic signal operations and traffic signal plant.
  • Manages the work performance of contractors, suppliers and consultants with respect to quality, timeliness, cost and completion of required tasks.
  • Provides work direction and training to unionised and non-unionised staff.
  • Assists the manager in developing the unit's annual operating and capital budgets.
  • Monitors expenditures, approves invoices for assigned projects and activities, and provides regular reports to the Manager and the Capital Projects and Program unit.
  • Prepares technical and other necessary reports and submissions for the information of, and as required by, the Division and City of Toronto Council.
  • Liaises with the public, Councillors, media, consultants, contractors, and other transportation agencies on matters relating to traffic signal operations.
  • Prepares and delivers presentations to senior Department staff, elected officials and the public.
  • Establishes, maintains, and fosters linkages to other units throughout the City and colleagues in other municipal, provincial and federal governments to ensure effective partnerships for projects that span Divisions and/or jurisdictions.
  • Participates, leads, and facilitates technical working groups to address operational issues.
  • Responds to enquiries from the public, City staff, members of Council, interest groups and transportation agencies regarding traffic signal operational issues.
  • Performs site inspections to ensure that staff are in compliance with the City's Health & Safety requirements.
  • Maintains up-to-date knowledge of technological developments in the field of Traffic Engineering, Traffic Operations, Intelligent Transportation Systems, and Traffic Signal Control.
  • Represents City on committees, attends meetings and provides input.
 Key Qualifications:
  1. To be eligible for the Senior Engineer position, you must be a Professional Engineer (P.Eng) in good standing with the Professional Engineers Ontario (PEO), or eligible to register as a P.Eng with the PEO prior to the employment start date.
  2. University degree in civil engineering, traffic or transportation engineering, or an equivalent combination of engineering education and experience may be considered.
  3. Extensive experience in traffic signal operations and systems.
  4. Considerable experience managing the planning and delivery of complex transportation engineering and design projects, with an emphasis on Traffic Operations, or Traffic Signals design, construction, and operations.
  5. Experience with traffic optimisation software (e.g., Synchro and Vistro) and traffic simulation software (e.g., Vissim, Aimsun and Paramics).
  6. Valid Ontario Class "G" driver's license, and daily access to a reliable personal vehicle for use on City business.
  7. Experience with traffic signal controller programming and testing will be considered an asset.
  8. Knowledge of relevant standards, legislation, bylaws (e.g., Occupational Health and Safety Act, Highway Traffic Act, Ontario Traffic Manual Book 7 and Ontario Traffic Manual Book 12) and industry standards and guidelines (i.e., TAC, ITE, IMSA, MUTCD, Ontario Provincial Standards, arterial roads safety, etc.)
  9. Knowledge of safe work practices as they relate to working on arterial roads.
  10. Highly developed communication, interpersonal, and customer skills to clearly and concisely communicate with all levels of the organization, including senior staff, elected officials, the media and the public.
  11. Familiarity with the preparation and/or evaluation of proposals.
  12. Ability to take initiative, and be self-managed, accountable, flexible, and adaptable to multi-task, plan, organize, schedule, coordinate projects and track and manage budgets as well as schedules.
  13. Teamwork and collaboration to work effectively with contractors, colleagues, elected officials, consultants, contractors and all stakeholders.
  14. Ability to plan, supervise and direct the work of staff and manage the work of consultants, vendors and contractors with an understanding of modern principles and practices of management and management controls.
  15. Ability to provide guidance to staff providing Active Traffic Management (ATM) coverage in the City's Transportation Operations Centre (TOC), on an as-required basis, between the hours of 6:00 a.m. to 7:00 p.m. Monday to Friday, and after-hours for special event coverage (e.g., BMO events, Exhibition Place events, etc.) as part of the City's goal to deliver ATM services.

  • Installs, maintains and operates all traffic control devices and auxiliary equipment as needed.
  • Troubleshoots and diagnoses electrical and electronic equipment, making the necessary repairs or referrals to assure proper operation.
  • Assists with the development, installation, inspection and estimation of cost of new traffic signals and/or modernization of existing traffic signals.
  • Works with other Road Commission employees in electrical/electronic maintenance and/or signal work.
  • Investigates complaints regarding traffic signals.
  • Reads and interprets prints and schematics necessary to the performance of his/her duties; draw wiring and location diagrams as needed.
  • Assists the Signal Operations Engineer with training on projects, equipment, and traffic signal software.
  • Maintains detailed records and reports of repair and maintenance work as required.
  • Secures necessary cable checks from the proper authorities and identify Road Commission facilities as requested.
REQUIREMENTS
  • A minimum of two (2) years' experience in the installation, maintenance, and repair of electrical traffic control devices.
  • Completion of an accredited electrical or electronic trade program or its equivalent.
  • A valid Michigan Class A Commercial Driver's License (CDL).

    • Plans, directs, and coordinates activities related to signs, pavement markings, work zone setups, incident management, and special events on public rights-of-way.
    • Manages Right of Way permit approvals, work zone setups, and daily maintenance operations within the Traffic Control group.
    • Leads, motivates, develops and evaluates assigned personnel, and responds to complaints and requests from city officials and residents.
    • Estimates time, materials, and equipment for routine maintenance and oversees project management from Traffic Engineering.
    • Administers, researches, and implements new technologies and equipment to improve traffic control safety, operation, and efficiency.
    • Inspects signs and pavement marking assets for compliance with the Manual of Uniform Traffic Control Devices and ensures safety procedures are followed.
Qualifications Experience:  A minimum of five years of similar experience in traffic is required.  At least one year of supervisory experience is preferred. JOB DESCRIPTION JOB SUMMARY Under the direction of the Supervisor of Traffic Signals, the Signals Electrician plans, assembles, connects, installs, repairs, inspects, tests, configures, and maintains various traffic signal related electrical systems (AC and solar).  Performs installation and maintenance of traffic signal equipment, vehicle detection systems, wiring systems, communication and video equipment, roadway illumination, flashing beacons, and overhead signage. Maintains applicable records using the division’s computerized maintenance management system (CMMS). Maintains compliance with Ontario Minimum Maintenance Standards (MMS), through service and inspections.   Ensures electrical system specifications meet Niagara Region standards and the Ontario Electrical Safety Code (OESC).  Reviews/comments on signal and illumination projects (capital and operational), addressing concerns and potential problems or conflicts resulting from contract drawings and specifications pertaining to field conditions.  Operates trucks over 11,000 kg Gross Vehicle Weight (GVW) with an aerial device, in accordance with the Highway Traffic Act (HTA), Public Commercial Vehicle Act (PCVA) and Regional guidelines. QUALIFICATIONS EDUCATION
  • Completion of Ontario Secondary School Diploma (OSSD) or equivalent.
  • Must possess and maintain a valid Certificate of Qualification as a Construction and Maintenance Electrician (309A) in the province of Ontario.
  • Must possess a Certificate of Apprenticeship as a Construction and Maintenance Electrician (309A), which includes completion of a 9000 hours (approx. 5 years) Electrical Apprenticeship Program or a recognized equivalent.
  • Additional post-secondary or continuing education in electrical/electronic technologies is an asset.
  • Additional education and training in the operation, installation and maintenance of traffic signal control devices is an asset.
  • Must successfully obtain and/or maintain International Municipal Signal Association (IMSA) (or equivalent) training in Work Zone Safety, Signals Level II, and Roadway Lighting Level I, as soon as practicable after commencing employment.

KNOWLEDGE/EXPERIENCE
  • Three to five years of experience in Traffic Operations or a similar environment.
  • Must have working knowledge of Occupational Health & Safety Act and Niagara Region’s Health and Safety policies and procedures.
  • Must have a proficient knowledge of the Ontario Electrical Safety Code (OESC), Ontario Traffic Manual (OTM), and the Highway Traffic Act (HTA).

  • Experience in the preparation of OTM Book 7 compliant Traffic Control Plans (TCPs).
SKILLS

Reporting to the Electric Utility Supervisor, the Meter and Traffic Technician is responsible for the City of Penticton's electric utility meters and traffic signals.

Key Duties & Responsibilities:

 Perform duties related to all aspects of meter maintenance, testing, installation and removal. Install and maintain traffic signal equipment and related devices. Liaise with various stakeholders (other departments, customers, suppliers, etc.) regarding metering or related issues. Support ongoing management and maintenance of power pedestals used for events throughout the City Perform other related duties as assigned that are in accordance with job responsibilities and necessary departmental and organizational objectives.

Required Knowledge, Abilities & Skills:

 Microsoft suite of programs (Word, Excel, Outlook). G.I.S. systems (ESRI) an asset. Telecommunications systems. Excellent communication skills, both written and verbal.

Education, Training & Experience:

Red Seal Electrician (B-FSR certification required or ability to obtain). Meter Technician and/or Traffic Signal Technician Certifications are an asset. Apprentices willing and able to complete necessary certifications are welcome to apply, however preference will be given to Journeymen. Three or more years of Electrical/Traffic or related experience. Valid B.C. Class 5 Driver's Licence with ability to maintain (abstract will be requested). An employee in this class is responsible for the maintenance and repair of the City’s traffic signs, pavement markings, and signal system. Essential Duties and Tasks: • Repairs and installs traffic signal equipment. • Performs preventive maintenance on all signal system equipment, including inspecting and cleaning equipment, inspecting voltages, vehicle detection devices, sign design and fabrication, sign replacement, maintaining daily records, updating GIS overlay, etc. • Conducts design, layout, fabrication of signs in accordance with MUTCD, and diagnostic testing on signal components. • Operates bucket truck and /or works in bucket during repair/maintenance of signal lights. • Conducts daytime and nighttime conditional assessments of signs and marking to ensure visibility, responds to reported problems, and performs necessary repairs. • Maintain adequate inventory, cleans and maintains signal shop. • Directs and assists with painting lines, symbols, crosswalks, and other traffic control markings within the roadways. • Performs various signal related tasks, such as traffic counts, bench repairs, cabinet preparation, etc. • Serves on-call on a bi-weekly basis and responds within a timely manner to emergency situations. • Documents and files intersection maintenance, repairs, and resolutions. • Assists with the installation and removal of street decorations. • Performs other related duties as assigned. Knowledge, Skills and Abilities • Knowledge of the methods, materials and equipment used in the installation, repair, and maintenance of electronic traffic control equipment. • Knowledge of the National Electric Code. • Knowledge of NCDOT traffic signal and sign specifications. • Knowledge of City traffic and sign ordinances. • Knowledge of FHWA, MUTCD, city’s sign policies and procedures, and local ordinances. • Knowledge of the basic principles and theories of electricity and the operation of electronic equipment. • Knowledge of electrical and work zone safety practices and procedures. • Ability to operate a variety of hand and power tools. • Ability to communicate effectively in oral and written forms. • Ability to read and interpret electrical drawings and diagrams. • Ability to operate a bucket truck, hand tools, and other equipment used in signal system maintenance. • Ability to identify traffic signal system problems and accurately communicate problems to supervisory personnel when appropriate. Physical Requirements/Special Requirements PHYSICAL DEMANDS: The work is heavy work, which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects. The following additional physical abilities are also required: balancing, climbing, grasping, hearing, kneeling, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity and walking. WORK ENVIRONMENT: The work is generally performed in both inside and outside environments, in extreme hot and cold weather, at heights, and exposure to various hazards such as vehicular traffic, electrical current, and moving mechanical equipment. Use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are required. The work involves occasional moderate risks or discomforts which require special safety precautions, e.g. working around moving parts or machines, irritating chemicals, etc. Employees may be required to use protective clothing or equipment such as masks, coats, boots, goggles, gloves, or shield. Traffic Signal/Highway Lighting/Intelligent Transportation System Technician  DUTIES and RESPONSIBILITIES:
