- Maintains civil defense warning sirens; trouble shoots controls; makes periodic electrical checks on equipment.
- Uses electronic locating equipment to locate City-owned underground electric and fiber optic systems. Works with JULIE Coordinator to ensure GIS records are current to protect underground utilities.
- Performs general electrical maintenance on municipal water system controls; installs and trouble shoots electronic flow, level process control and communications equipment; wires motor controls; maintains and repairs pumps and motors for water pumping stations and sewer lift stations.
- Installs, programs, maintains, troubleshoots, documents and repairs a wide variety of industrial instrumentation and equipment, which includes computer systems, electronic monitoring, metering, controlling, signaling devices, PLC control systems, VFD control systems, SCADA system controls, fiber optic and Ethernet systems used in production, treatment and distribution of water, lift stations, lighting, drives, motors, facilities, etc.
- Troubleshoots and problem solves situations/problems (material quality, equipment operation/repair, etc.).
- Installs, alters, maintains and repairs electrical systems, equipment, switches, fixtures, and other elements in accordance with standard practices of the electrical trade and local and national electrical codes.
- Locates and corrects power failures and identifies motor trouble on electrically operated equipment, machinery and apparatus.
- Orders repairs, parts and tools; maintains a limited inventory of parts; maintains an equipment and parts catalog file. Updates asset inventories.
- Ensures proper on-the-job safety procedures are followed and safety equipment is consistently and properly used. Follows proper procedures, equipment, and documentation of safety practices.
- Prepares standard job reports; provides specific data for daily log reports; lists materials used, work performed, and man hours devoted to respective jobs.
- Identifies and resolves all regular and extraordinary maintenance and repairs required to ensure continuous and dependable water production and sanitary sewer pumping for both regular and peak demand.
- Coordinates maintenance activities with mechanical maintenance staff, to minimize disruption of plant or system operations.
- Uses maintenance management software to track work and keep records of maintenance activities and equipment.
- Estimates cost and time for all aspects of maintenance, repair and construction work.
- Researches and assists with the design of new control systems; automates legacy systems.
- Performs manual labor tasks associated with maintenance and repair of the systems; installs equipment and components, pulls wires, removes and replaces parts, prepares the work site; and cleans up after work is completed.
- Assists Chief Electrician with monitoring and oversight of Contactors completing contracted maintenance work as needed.
- Coordinates and maintains positive relationships with other City departments, other governmental entities, and private utilities in the course of performing assigned work.
- Possession and maintenance of a valid Illinois Class B Commercial Driver’s License with airbrake endorsement.
- Obtain an International Code Council (ICC) National Contractor/Trades Examination Program Certification for National Maintenance Electrician within the probationary period.

- Majority of work is performed in an outdoor or plant setting in all conditions including hot, cold, wet and dry weather. Work requires traveling to construction sites and the ability to traverse a variety of natural and altered ground surfaces which may be uneven, wet or slippery or sloped.

General Description of Duties
Essential Job Functions
- Leads the planning, design, and implementation of cutting-edge transportation systems management strategies, incorporating ITS, signal retiming, and advanced traffic operations design and studies.
- Oversees the development and implementation of Integrated Corridor Management (ICM) programs and Connected Vehicles (CV)/Automated Vehicles (AV) initiatives, shaping the future of transportation in Osceola County.
- Designs and integrate complex ITS networks, leveraging emerging technologies to enhance traffic management capabilities.
- Establishes work priorities for traffic engineering projects.
- Conducts comprehensive traffic studies and analyses to inform transportation planning and decision-making.
- Manages the review and approval of Traffic Impact Analysis (TIA) methodologies and final reports prepared by private developments within the County.

- Manages the County Annual Traffic Count program, the collection of existing traffic data, and the production of traffic operations and safety studies to determine the posted speeds, safety measures, need for traffic control devices, and maintenance of traffic networks for the County roadway system.
- Manages and review designs for ITS networks, traffic signals, intersection geometry, signing and pavement markings, temporary traffic control plans, signal system timings, and other traffic management-related improvements prepared by other departments, agencies, developers, contractors, and consultants.
- Manages construction and professional services contracts for the design and construction of ITS networks, traffic signals, intersection safety and/or capacity improvements, and other traffic management-related projects.
- Prepares, monitors, and control the Division's budget for all operations in the Traffic Engineering Division.
- Serves on County or inter-governmental boards as necessary.
- Interacts with law enforcement agencies and other governmental bodies as necessary.
- Provides oversight and guidance to a team of engineers and technicians, ensuring the successful execution of transportation projects.
- Initiates and effectively recommend, for final approval by the Department Director, hiring, termination, performance evaluations, disciplinary and/or commendatory actions for assigned personnel.

If so, then consider applying today to be an Electrical Technician with the City of Champaign Public Works Department Traffic and Lighting Division. Responsibilities of Position Our Electrical Technicians are part of a skilled and high performing team that keeps traffic flowing efficiently and safely by ensuring traffic signals and street lighting are maintained in good working order. They also work on crosswalk signals, pedestrian pushbuttons, school flashers, and other specialized equipment. Since continuous signal operation is paramount, Electrical Technicians must be available as needed to respond to after-hours emergency repairs. They participate in the City’s snow & ice removal efforts and respond to other emergencies that may require working up to 16-hour shifts with little to no advance notice and may assist with the City’s yard waste collection program. Required Qualifications • Education equivalent to an associate degree or vocational degree or certificate in Electronic Engineering Technology, Industrial Technology, Computer Science, Traffic Signal Technician, or a related field. • Experience in the installation, troubleshooting, corrective repair, and preventative maintenance of the types of electrical equipment and systems found in traffic signals and similar equipment. • An equivalent combination of education and training which provides the required knowledge, skills, or abilities will be considered. • Ability to work outdoors in adverse weather conditions. • Ability to operate equipment such as a bucket truck and small crane hoist. • A valid state issued driver’s license with an acceptable driving record. • Forklift certification and State of Illinois Class B CDL license without air brake restriction are required within a timeline approved by the Traffic and Lighting Supervisor. • Ability to perform essential functions that require physical agility as noted in the job description, with or without accommodation. Preferred Qualifications • International Municipal Signal Association Traffic Signal Technician or other relevant certification. • Experience repairing or maintaining traffic signal equipment, street lighting, crosswalk signals, school flashers, or similar equipment, • Ability to troubleshoot and diagnose problems with traffic signal or streetlight system malfunctions. • Experience with snow and ice removal. Drug screening, driving abstract, and ongoing random drug testing will be required. The starting salary is $31.53 per hour, plus an excellent fringe benefit package. This is complex work that involves advanced technical training and skills in the maintenance and operation of traffic signals and ITS devices. This position is in the Traffic Signal Systems group, which is under the Public Works Department. The anticipated hiring range is generally around the midpoint of the pay range for well-experienced candidates. Generally, the hiring range is $55,750-$69,688 annually. ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)
- Responds to urgent traffic signal malfunctions, ensures repairs are completed correctly and in a timely manner.
- Serves as part of the on-call staff for emergencies involving traffic control devices, carrying a pager/phone for a week at a time.
- Oversees/Inspects contractors during traffic signal construction to ensure that Douglas County specifications are met.
- Operates aerial bucket truck for emergency and corrective maintenance activities.
- Monitors and participates in the installation of new signal and ITS equipment, upgrades to existing traffic signal equipment. Installs/maintains flashing beacons. Troubleshoots circuits utilizing a multi-meter and related test equipment.
- In the daily duties of this position, will develop an in-depth knowledge of the specialized software necessary to operate/maintain traffic signals, video surveillance camera, vehicle detection systems, and all related components.
- Other duties as assigned.
MINIMUM QUALIFICATIONS: EDUCATION and/or EXPERIENCE:
- A high school diploma or GED is required.
- Candidates with specialized traffic signal software experience (Trafficware ATMS.now, FLIR Flux, Wavetronics SSM) are desired.
- A combination of education and experience may be considered.
- Knowledge of Federal, State, and County codes and regulations on sign and traffic signal materials, design, fabrication, installation, and maintenance as well as striping layout, materials, installation, and maintenance as it pertains to traffic signals or traffic communications.
- Basic knowledge/skills for scheduling, budget/work tracking, and stock control methods and procedures are desired.
- Requires good computer skills, including experience with Microsoft Office or similar office systems.
