The City of Burleson, Texas offers a very rewarding opportunity for a talented and highly proficient traffic engineering professional to serve as the next Deputy Director of Public Works/City Traffic Engineer. ABOUT BURLESON

Located on the southern edge of the flourishing Dallas-Fort Worth metroplex, the City of Burleson has an estimated population of 50,210 residents in a land mass of 28 square miles. Burleson has been progressive in attracting businesses for economic development to diversify its tax base, as well as establishing development agreements within its extraterritorial jurisdiction to strategically manage growth outside its current borders.

THE PUBLIC WORKS DEPARTMENT

The Public Works Department is dedicated to supporting quality of life by maintaining the city’s public works infrastructure. This is accomplished by providing exemplary service through the collective efforts of the administrative, professional, and field operations divisions of the department. The department includes Administration, Facilities, Fleet, Streets, Drainage, Traffic, Solid Waste, Water, Wastewater, and Environmental divisions. The Traffic Division supports the city’s network of 222 miles of streets including over 4,000 traffic signs, 16 signalized intersections, pedestrian crossings, pavement markings, and school zones. The City of Burleson may additionally be adding signal maintenance and operations responsibility for 27 intersections from the Texas Department of Transportation over the coming months under the leadership of the next City Traffic Engineer.

THE POSITION

The Deputy Director of Public Works/City Traffic Engineer is responsible for managing and coordinating the staffing (currently a team of six direct reports) and operational activities of the Traffic Division of the Public Works Department. Reporting to the Director of Public Works, the Deputy Director of Public Works/City Traffic Engineer will be directly involved with the implementation (construction pending) and subsequent operation of the Traffic Management Center (TMC), and provides recommendations for improvements to traffic signal timing, speed limits, pavement striping, and signage. Primary responsibilities include managing multiple aspects of traffic projects, including citizen inquiries, the relocation of utilities, investigations of field problems, and price negotiations for additional services; identifying short and long-term goals and developing a plan of action for improving traffic signal performance, repair, maintenance, and installation; participating in budget development and monitoring; and providing technical leadership and recommendations related to transportation engineering, streetlights, traffic safety, signage, pavement markings, and traffic impact analyses for new development projects. The ideal candidate will possess experience as a traffic engineer, preferably in a municipal, county, or state position; experience with the establishment and integration of Intelligent Traffic Systems (ITS); experience with overseeing the establishment of a Traffic Management Center and its operation; a deep understanding of traffic signal operations and traffic impact studies, along with experience in high growth communities; and strong communication skills, both written and verbal, are needed for the role.

QUALIFICATIONS

Any combination of education and experience that would provide the required knowledge, skills, and abilities is considered qualifying. The most qualified candidates will possess the following:
  • Education: A Bachelor of Science degree in Engineering from a university with an engineering program accredited by the Accrediting Board for Engineering and Technology.
  • Experience: Five (5) years or more of progressively responsible traffic operations and transportation engineering experience, along with two (2) years of administrative and supervisory experience, and Traffic Management Center planning, design, and/or operations experience.
  • Certificates and Licenses: Licensure as a professional engineer is required (current Texas or valid in another state with ability to obtain Texas license within six months of employment). Certification as a Professional Traffic Operations Engineer (PTOE) is preferred.

SALARY AND BENEFITS

The salary range for the Deputy Director of Public Works/City Traffic Engineer is $117,044 - $175,567, with placement dependent upon qualifications and experience. This position is also eligible to receive a $20,000 signing bonus. Burleson offers an excellent benefit package including retirement provided by the Texas Municipal Retirement System (TMRS) with a 7% employee contribution and a 2:1 match by the City of Burleson. Burleson also participates in Social Security and has a 457(k) deferred compensation option currently available through VOYA Financial. The City provides excellent insurance benefits for employees including two health plan options, and dental and vision coverage. Additionally, life insurance, long-term disability, short-term disability and an Employee Assistance Program are provided by the City. In addition, the selected candidate will receive vacation and sick leave, paid holidays, a personal day, two wellness days and paid parental leave, provided the criteria are met; an auto and cell phone allowance; and relocation assistance is available subject to negotiation with the ideal candidate.

Performs highly skilled technical activities coordinating the daily operation, maintenance, and repair efforts of the traffic signal crew, ensuring availability of resources and skills to complete work on schedule. Qualifications MINIMUM QUALIFICATIONS High school diploma or GED; supplemented by four (4) years of directly related experience; or an equivalent combination of education, certification, training, and/or experience. Employees must be residents of Washington State.CERTIFICATIONS AND LICENSES Must possess an International Municipal Signal Association (I.M.S.A.) Level II or III Certification for Traffic Signal Technician and Certification as a journey level electrician.
  • May be required to possess and maintain a valid Washington State Commercial Driver License (CDL) Class A Endorsement and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.
PREFERRED QUALIFICATIONS Seven (7) years of journey-level experience installing, constructing, maintaining, and calibrating electronic control or measuring devices comprised of solid-state electronic systems in the signal trade. Additional Information KNOWLEDGE OF
  • Traffic signals, video, and street lighting systems, and various other electrical and electronic systems and equipment.
  • Troubleshooting, repair, installation, and calibration of electrical and electronic systems including telemetry, lighting, computer control, fiber optics and network.
  • MUTCD, NEC and the Washington State Electrical Code.
  • Multi-meter, Oscilloscope, and specialized electronic equipment, and various construction equipment including bucket truck, forklift, backhoe, and various other support equipment.
  • Hazards related to the work including working at heights, exposure to traffic, fumes, and electricity.
SKILLS AND ABILITIES
  • Ability to interpret electronic schematics and symbols, distinguish color coding on electrical wiring, and troubleshoot and repair complex electronic equipment.
  • Ability to read and interpret electrical plans and perform all phases of electrical work.
  • Ability to perform work at height.
  • Ability to use Microsoft Office Suite and applicable department / organization specific software and ability to learn and become skilled in the use of other specialized software and online meeting platforms as may be required.

Job Summary

DEFINITION 
Installs and maintains parking and traffic control signs.  Lays out and paints pavement markings, curb zones, parking lot spaces, and street lines using a Thermoplastic Machine, spray equipment, stencils, and related equipment. SUPERVISION Works under the general supervision of the Traffic Operations Supervisor.  Receives work direction from the Lead Traffic Signs and Markings Technician Painter for daily work assignments and coordinated work.  Detailed instructions are frequently provided and work is regularly reviewed.  Coordinates and monitors the work activities of Trade Interns and as-needed staff, as assigned.

Representative Duties

Measures and lays out areas to erect or place signs per assigned work orders and verbal instructions. Installs & removes sign posts and associated base or foundation using a variety of hand, power and/or motorized equipment to dig post holes, pour concrete, place asphalt, and install sign posts. Operates a bucket truck and uses ladders to remove and install signs. Measures and lays out areas to be painted which include crosswalks and curb zones. Performs related pavement lettering. Paints and installs linear and transverse markings on City streets, City-owned parking facilities, and various bus, loading and safety zones using a Thermoplastic Machine, stencils and spray equipment. Applies thermoplastic preform pavement markings. Operates equipment to grind off existing pavement markings. Mixes paint. Cleans and maintains spray paint equipment and brushes. Assists skilled trades with large or complex projects such as installing or removing rapid flashing beacons and speed feedback signs. Assists workers from other work units on assigned projects related to traffic markings and signage. Prepares and maintains logs and records. Utilizes a utility database system to enter and retrieve data, prepare work orders and to record and track completed service delivery. Prepares tools, equipment, and materials for assigned work. Maintains stored materials in organized manner. Maintains work order records within a computerized work order system. Performs other duties as assigned.

Requirements

Licenses and Certificates:
Possession of a valid class C driver license. Possession of a valid level I Signs and Markings certificate from the Traffic Control Supervisors Association (T.C.S.A.) or the International Municipal Signal Association (I.M.S.A.) must be obtained within one year from date of hire.  Possession of a valid level II Signs and Markings certificate from the Traffic Control Supervisors Association (T.C.S.A.) or the International Municipal Signal Association (I.M.S.A.) is desirable.
WORKING CONDITIONS:
The work is regularly performed outdoors and requires regular exposure to seasonal weather conditions.  Moving objects, noise, dirt, chemicals and oils may be present as may be conditions associated with the regular handling of paint products.   Exposure to vibrations and dust are frequently encountered.  Work is regularly performed on a ladder or from a lift bucket extended to various heights.   Physical demands include bending, reaching and standing including lifting and carrying up to 90 pounds.

  Specific Functions and Responsibilities by Focus Area: Development Review
  • Jointly operate and maintain the City’s travel demand model with the Cities of Bellevue and Redmond. Keep the model updated for accurate analysis of existing and future traffic conditions. Work with local jurisdictions to ensure model accuracy and integrity.
  • Perform development review according to Impact Analysis guidelines, including scoping and reviewing traffic impact studies and evaluation of traffic mitigation. Estimate traffic impacts of development proposals using the forecasting model, explore/negotiate alternatives with project proponents. Ensure that applications for development are reviewed according to City’s ordinances and guidelines. Where guidelines are not applicable or definitive, base decisions on qualitative and quantitative information.
  • Use the travel demand model to identify future roadway and traffic system deficiencies (with respect to signal operation, vehicular level of service, and overall traffic operations). Develop and evaluate alternatives to include street improvements, signalization projects, road connections, and transportation management programs. Analyze and evaluate long-term traffic impacts of land use alternatives.
  • Support Public Works and other Departments in the preparation/revision of the Comprehensive Plan. Assist Planning and Building Department in the development of Planning and Zoning regulations.
  • Assist Planning and Building Department in maintaining an accurate land use inventory on an annual basis.
  • Perform transportation concurrency analysis including transportation concurrency tests, city-wide annual evaluation of transportation concurrency tests, city-wide annual evaluation of transportation concurrency, operate and maintain transportation concurrency database and propose appropriate improvements.
  • Assist staff in reviewing transportation and traffic engineering aspects of private development requests such as access location, marking, and signing.
ITS and Signal Operations
  • Operate the City’s Traffic Management Center (TMC) and various ITS devices and applications.
  • Review, evaluate, modify, and implement operating strategies for a complete range of ITS devices such as advanced traffic signal controllers, surveillance equipment and vehicular/pedestrian detection systems.
  • Propose and implement traffic signal operating strategies including channelization, detection enhancement, signal interconnection and signal timing optimization.
  • Review, evaluate, modify and/or develop signal timing plans and signal controller data on a periodic basis.
  • Develop, modify, and implement signal timing plans and traffic signal controller parameters for anticipated construction projects and/or special events.
Analysis and Reporting
  • Manage the City’s Collision Reporting System (CRS) including periodic software upgrades, data entry, analysis, and reporting.
  • Prepare traffic information including safety analysis, Intersection/corridor LOS (Level of Service Analysis) and access control for transportation studies.
  • Manage the City’s traffic count program. Work with vendors to collect data at several locations around the City and compute Annual Average Daily Traffic (AADT) every two years.
  • Support the City’s Commute Trip Reduction program and projects.
  • Manage requests for service for signing, markings, lighting, parking, and similar, from the public and staff.
  • Assist Neighborhood Traffic Control Program Coordinator by providing technical assistance on transportation and traffic engineering issues.
Peripheral Duties:
  • Support operation of the City’s Employee Transportation and Commute Trip Reduction Programs.
  • Monitor traffic conditions on ITMS (Intelligent Transportation Management System) corridors in coordination with corresponding agencies and/or jurisdictions.
  • Engage in procurement processes for professional services, including developing RFQ/RFP documents and contracting.
  • Performs functions as assigned in the City’s emergency response plan in the event of an emergency.
  • Other duties as assigned by the Transportation Engineering Supervisor.

Qualifications Minimum Qualifications:
  • Education: Bachelor of Science in Civil Engineering.
  • Experience: 4 years’ experience in transportation engineering or related field.
  • Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual’s knowledge, skill, and ability to proficiently perform the essential duties and responsibilities listed above.
Licenses and Other Requirements:
  • Engineer-in-Training (EIT) strongly preferred. 
  • Professional Engineer (PE) and/or Professional Traffic Operations Engineer (PTOE) preferred.
  • Master of Science in Civil Engineering with Transportation or Traffic Engineering focus preferred.
  • Must have a valid Washington State Driver’s license (or the ability to obtain within six months) and ability to remain insurable under the City’s insurance to operate motor vehicles.
Other Physical Demands and Working Environment: This position works primarily in an office environment but also outside at construction sites and sites with existing development on occasion. The fieldwork may occur in varying weather conditions and involves investigating existing infrastructure, issue identification, and private and public construction monitoring related to transportation infrastructure. GENERAL DESCRIPTION This is unskilled and limited semi-skilled and technical work in the operation of equipment related to street striping, traffic sign, traffic signal and streetlight maintenance with routine maintenance responsibilities for assigned equipment.   • Maintains traffic signals and associated electronic equipment including solid-state controllers, emergency vehicle pre-emption, radio communications, video camera detection, inductance loop detection and other cabinet components.
  • Maintains signal system hardware such as signal and pedestrian heads, mast arms, standards, back plates, visors, signal lamps and LED lenses.
  • Troubleshoots signal malfunctions; troubleshoots and replaces equipment in signal control cabinets; installs, adjusts, and replaces signal cameras; repairs wires in signal heads and bases. Maintains school crossing and other warning beacons including time clock and flasher programming.
  • Installs, repairs and replaces traffic control signs and posts using aerial lift truck, gas-powered or hydraulic-powered driver and puller. Assesses post and anchor conditions, as necessary.
  • Maintains computer-based sign inventory program, which includes installation and maintenance history, reflective properties assessment and hardware condition reports.
  • Maintains street lighting systems, underground wiring records and spare parts inventory.
  • Performs repairs to Troubleshoots street light outages; troubleshoots issues in street lighting cabinets; replaces relays, photocells, fuses, and breakers; repairs and replaces street light fixtures; replaces lamps and street light lenses in street light fixtures.

KNOWLEDGE, SKILLS & ABILITIES

Duties

Key Qualifications:
  1. Registration as a Professional Engineer (P.Eng.), and membership in good standing with Professional Engineers Ontario.
  2. University degree in Civil Engineering with a focus on transportation systems, Electrical Engineering or a discipline pertinent to the job function, or an equivalent combination of education, training and experience. Education in multiple disciplines would be an asset.
  3. Extensive experience in the planning, design, construction, and operation of projects related to Intelligent Transportation Systems (ITS), cycling infrastructure, Transit Signal Priority (TSP), Emergency Vehicle Pre-emption (EVP), LRT and Rail crossings, traffic adaptive systems, corridor signal retiming and coordination, road-user detection, network optimization, traffic analysis, modelling, and traffic controller testing and coding.

  5. A valid Ontario Class "G" driver's licence, and access to a reliable personal vehicle for use on City business.
