PRIMARY FUNCTIONS

This is skilled work in electronic and electrical work (journeyman level) related to construction, installation, maintenance, troubleshooting and repair but not limited to electronic signs, traffic signal and all traffic sign/electronics related equipment, incident management cameras, communication infrastructures such as copper, fiber optic and maintain street lighting.

Additional work may be assigned as needed, including occasional assignment for other electrical work in City owned facilities or infrastructure as directed.

Devices and systems under the City’s Automated Enforcement program will be the primary traffic signals, cameras, and communication devices maintained by this position.

Work is performed according to established standards and practices of OSHA, NESC, and IMSA, and is performed under the supervision of the Traffic Signal Superintendent.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Participates in the work required to install, maintain, and repair street lighting and traffic signal equipment, primarily components of the City’s Automated Enforcement Program.
  • Performs the maintenance function for traffic signal controllers and cabinets.
  • Performs troubleshooting of both wiring problems in cabinets as well as overhead and underground.
  • Installs, troubleshoots, and repairs wiring problems in the street, including the replacement of conductors in conduit, test, and splice loop detectors.
  • Makes repairs to equipment that can be done at the job site, including small conduit repairs.
  • Coordinates with vendors and/or suppliers of Automated Enforcement Devices as to the installation, maintenance, and repair of such.
  • Monitors computer system for troubleshooting problems in the field and makes changes in the system when necessary.
  • Prepares daily reports and other related paperwork.
  • Maintains required logs and documentation for Automated Enforcement Devices as required by CT General Statute and City Ordinance.
  • Appears at hearings and/or court proceedings as required.
  • Prepares and installs traffic signal and street lighting equipment under the direct supervision of the Traffic Signal Superintendent.
  • May be required to respond to emergency calls for emergency repairs to traffic signals and/or street lighting equipment.
  • Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from high school or equivalent and at least 4 years of experience and training leading to unlimited electrical journeyperson’s license (E2) or limited electrical line journeyperson’s license (L2). Possession of International Municipal Signal Association (IMSA) Field Level 1 certification preferred, but not required.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Knowledge of principles of electrical and electronic work.
  • Knowledge of safe work methods and occupational hazards of the electrical trade.
  • Skilled in reading and interpretating schematics and traffic signal plans.
  • Skilled in troubleshooting and resolving problems related to traffic signals.
  • Skilled in operating applicable tools and equipment of the trade.
  • Skilled in basic construction activities.
  • Skilled in manual labor.
  • Skilled in applying independent judgment, personal discretion and resourcefulness in interpreting and applying guidelines in particular in the operation of automated enforcement devices.
  • Skilled in operating computers and related software applications.
  • Ability to communicate effectively with a variety of individuals.
  • Ability to prepare and maintain a variety of work-related records and reports, in particular those that may be required by CT General Statute and/or City Ordinance in the operation and maintenance of automated traffic enforcement devices.
  • Ability to become trained and/or certified as required by CT General Statute and City Ordinance for the operation and/or maintenance of automated traffic enforcement devices

NECESSARY SPECIAL REQUIREMENTS

  • At time of application, must possess a valid State of CT Unlimited Electrical Journeyperson License (E2) OR valid Limited Electrical Line Journeyperson’s License (L2); if licensed in another state, must obtain license in CT within one year of hire.
  • At time of application, must possess a valid State of Connecticut driver’s license and must maintain such license throughout the course of employment.
  • Must obtain Work Zone Safety certification within one year of hire.
