  • Experience with working on overhead traffic signals and street lighting in a bucket truck.

  • Able to wire traffic signal cabinets and lighting load centers.
  • Experience with various traffic signal controllers like McCain & Intelight and able to program them.

  Job Specifications: Required:
  • High school diploma or equivalent.
  • Journey Traffic Signal Maintenance Specialist or State of Michigan licensed Electrician.
  • Must possess International Municipal Signal Association (IMSA) levels 1 or 2 certification or obtain 13 months after accepting position.
  • Valid driver’s license with an acceptable driving record.
  • If an Internal applicant does not possess a valid Commercial Driver’s License (CDL) with Class A endorsement, they will be required to pass the Department of Transportation physical exam and State of MI written portion of CDL examination within 15 days of transfer and successfully pass the MI CDL skills/road test within 6 months of the date of internal transfer.
  • Individuals will be subject to DOT requirements in accordance with the Federal Motor Carrier Safety Administration (FMSCA), including random testing for controlled substances and alcohol.
  • Must be able to pass medical requirements for asbestos abatement license.
  • Must be able to be respirator fit test certified and be able to wear respirator.
Preferred:
  • Attendance in Traffic Control Equipment school, knowledge of service area, or three (3) years Traffic Signal Specialist field experience.
Physical Requirements / Working Conditions:
  • Lifts controllers and equipment weighing up to 100 pounds.
  • Good visual acuity required to identify wire coding and operate platform/bucket trucks.
  • Must be able to work above street intersection from platform or bucket truck as well as in hand holes.
  • Job functions require considerable standing as well as ability to stoop, bend, twist and climb.

  • Installs, repairs, maintains, troubleshoots, programs, and fabricates all traffic signals in accordance with the Texas and Federal Manual of Uniform Traffic Control Devices (TMUTCD & MUTCD) and Town standards. •Installs, repairs, maintains, troubleshoots, programs, and fabricates all school zone flashers and other flashers in accordance with the Texas and Federal Manual of Uniform Traffic Control Devices (TMUTCD & MUTCD) and Town standards. •Installs, repairs, maintains, troubleshoots, and programs routers, radios, and switches related to the ATMS signal system communications. •Performs construction inspection duties for new signal construction to ensure quality of products and services. •Completes daily reports on all field activities, dispatched calls, work orders, service requests, and provides information for cost analysis reports utilizing Cityworks™ computer work order system. •Interprets blueprints, schematics, engineering plans, town maps, and technical manuals. •Sets out work zone for job site in accordance with the TMUTCD and MUTCD. •Programs and deploys traffic counters, changeable message boards, and radar trailers as necessary. •Performs turning movement counts utilizing hand counter as necessary. •Trims trees that are obstructing traffic signals. •Identifies and reports visibility obstructions that pose traffic hazards. •Maintains stock levels on trucks per the supervisor's direction and restocks as necessary. •Maintains an inventory of maintenance and operational supplies, tools, equipment, etc., and services on a routine basis. •Performs vehicle inspection and preventative maintenance of vehicle and equipment. •Informs supervisor of potential hazards, problem areas, citizen inquires, and all work activities. •Adheres to personnel, safety, and departmental policies and procedures. •May be required to assist the Signs and Markings section in the fabrication, installation, and maintenance of signs and markings. •May be required to assist with special events in the areas of traffic control. •Position requires employee to perform emergency on-call duty. •Performs other duties as assigned.
Minimum Qualifications BASIC QUALIFICATIONS: •A High School Diploma or General Equivalency Diploma (GED) is required. •Knowledge of computers, networking, and routers is preferred. •Must obtain International Municipal Signal Association (IMSA) Level I Traffic Signals Certification within one year of employment. •Must possess a valid state issued Class “C” Drivers License. •Must be able to obtain a valid Texas Class “A” Commercial Driver's License, with proper endorsements and without restrictions, within six (6) months from the date of hire. Your driving record must be in compliance with Town policy. WORK EXPERIENCE: •Must have one year of experience with traffic signals. •Must have at least one year of traffic signal experience, at least two years of electrical/electronic installation and maintenance experience, or at least two years of formal electrical/electronic education with one year of related installation and maintenance experience. THE PUBLIC WORKS DEPARTMENT

The Public Works Department is dedicated to supporting quality of life by maintaining the city’s public works infrastructure. This is accomplished by providing exemplary service through the collective efforts of the administrative, professional, and field operations divisions of the department. The department includes Administration, Facilities, Fleet, Streets, Drainage, Traffic, Solid Waste, Water, Wastewater, and Environmental divisions. The Traffic Division supports the city’s network of 222 miles of streets including over 4,000 traffic signs, 16 signalized intersections, pedestrian crossings, pavement markings, and school zones. The City of Burleson may additionally be adding signal maintenance and operations responsibility for 27 intersections from the Texas Department of Transportation over the coming months under the leadership of the next City Traffic Engineer.

THE POSITION

The Deputy Director of Public Works/City Traffic Engineer is responsible for managing and coordinating the staffing (currently a team of six direct reports) and operational activities of the Traffic Division of the Public Works Department. Reporting to the Director of Public Works, the Deputy Director of Public Works/City Traffic Engineer will be directly involved with the implementation (construction pending) and subsequent operation of the Traffic Management Center (TMC), and provides recommendations for improvements to traffic signal timing, speed limits, pavement striping, and signage. Primary responsibilities include managing multiple aspects of traffic projects, including citizen inquiries, the relocation of utilities, investigations of field problems, and price negotiations for additional services; identifying short and long-term goals and developing a plan of action for improving traffic signal performance, repair, maintenance, and installation; participating in budget development and monitoring; and providing technical leadership and recommendations related to transportation engineering, streetlights, traffic safety, signage, pavement markings, and traffic impact analyses for new development projects. The ideal candidate will possess experience as a traffic engineer, preferably in a municipal, county, or state position; experience with the establishment and integration of Intelligent Traffic Systems (ITS); experience with overseeing the establishment of a Traffic Management Center and its operation; a deep understanding of traffic signal operations and traffic impact studies, along with experience in high growth communities; and strong communication skills, both written and verbal, are needed for the role.

QUALIFICATIONS

Any combination of education and experience that would provide the required knowledge, skills, and abilities is considered qualifying. The most qualified candidates will possess the following:
  • Education: A Bachelor of Science degree in Engineering from a university with an engineering program accredited by the Accrediting Board for Engineering and Technology.
  • Experience: Five (5) years or more of progressively responsible traffic operations and transportation engineering experience, along with two (2) years of administrative and supervisory experience, and Traffic Management Center planning, design, and/or operations experience.
  • Certificates and Licenses: Licensure as a professional engineer is required (current Texas or valid in another state with ability to obtain Texas license within six months of employment). Certification as a Professional Traffic Operations Engineer (PTOE) is preferred.

SALARY AND BENEFITS

The salary range for the Deputy Director of Public Works/City Traffic Engineer is $117,044 - $175,567, with placement dependent upon qualifications and experience. This position is also eligible to receive a $20,000 signing bonus. Burleson offers an excellent benefit package including retirement provided by the Texas Municipal Retirement System (TMRS) with a 7% employee contribution and a 2:1 match by the City of Burleson. Burleson also participates in Social Security and has a 457(k) deferred compensation option currently available through VOYA Financial. The City provides excellent insurance benefits for employees including two health plan options, and dental and vision coverage. Additionally, life insurance, long-term disability, short-term disability and an Employee Assistance Program are provided by the City. Operates a bucket truck and uses ladders to remove and install signs. Measures and lays out areas to be painted which include crosswalks and curb zones. Performs related pavement lettering. Paints and installs linear and transverse markings on City streets, City-owned parking facilities, and various bus, loading and safety zones using a Thermoplastic Machine, stencils and spray equipment. Applies thermoplastic preform pavement markings. Operates equipment to grind off existing pavement markings. Mixes paint. Cleans and maintains spray paint equipment and brushes. Assists skilled trades with large or complex projects such as installing or removing rapid flashing beacons and speed feedback signs. REQUIREMENTS Minimum Qualifications: Education: High school graduation or the equivalent. Experience: Two years of recent, paid work experience performing traffic sign installation and maintenance, including street painting. Desirable Qualifications: Public sector experience is desirable.
Licenses and Certificates:
Possession of a valid class C driver license. Possession of a valid level I Signs and Markings certificate from the Traffic Control Supervisors Association (T.C.S.A.) or the International Municipal Signal Association (I.M.S.A.) must be obtained within one year from date of hire.  Possession of a valid level II Signs and Markings certificate from the Traffic Control Supervisors Association (T.C.S.A.) or the International Municipal Signal Association (I.M.S.A.) is desirable.
WORKING CONDITIONS:
The work is regularly performed outdoors and requires regular exposure to seasonal weather conditions.  Moving objects, noise, dirt, chemicals and oils may be present as may be conditions associated with the regular handling of paint products.   Exposure to vibrations and dust are frequently encountered.  Work is regularly performed on a ladder or from a lift bucket extended to various heights.   Physical demands include bending, reaching and standing including lifting and carrying up to 90 pounds.

Develop and evaluate alternatives to include street improvements, signalization projects, road connections, and transportation management programs. Analyze and evaluate long-term traffic impacts of land use alternatives.
  • Support Public Works and other Departments in the preparation/revision of the Comprehensive Plan. Assist Planning and Building Department in the development of Planning and Zoning regulations.
  • Assist Planning and Building Department in maintaining an accurate land use inventory on an annual basis.
  • Perform transportation concurrency analysis including transportation concurrency tests, city-wide annual evaluation of transportation concurrency tests, city-wide annual evaluation of transportation concurrency, operate and maintain transportation concurrency database and propose appropriate improvements.
  • Assist staff in reviewing transportation and traffic engineering aspects of private development requests such as access location, marking, and signing.
ITS and Signal Operations
  • Operate the City’s Traffic Management Center (TMC) and various ITS devices and applications.
  • Review, evaluate, modify, and implement operating strategies for a complete range of ITS devices such as advanced traffic signal controllers, surveillance equipment and vehicular/pedestrian detection systems.
  • Propose and implement traffic signal operating strategies including channelization, detection enhancement, signal interconnection and signal timing optimization.
  • Review, evaluate, modify and/or develop signal timing plans and signal controller data on a periodic basis.
  • Develop, modify, and implement signal timing plans and traffic signal controller parameters for anticipated construction projects and/or special events.
Analysis and Reporting
  • Manage the City’s Collision Reporting System (CRS) including periodic software upgrades, data entry, analysis, and reporting.
  • Prepare traffic information including safety analysis, Intersection/corridor LOS (Level of Service Analysis) and access control for transportation studies.
  • Manage the City’s traffic count program. Work with vendors to collect data at several locations around the City and compute Annual Average Daily Traffic (AADT) every two years.
  • Support the City’s Commute Trip Reduction program and projects.
  • Manage requests for service for signing, markings, lighting, parking, and similar, from the public and staff.
  • Assist Neighborhood Traffic Control Program Coordinator by providing technical assistance on transportation and traffic engineering issues.
Peripheral Duties:
  • Support operation of the City’s Employee Transportation and Commute Trip Reduction Programs.
  • Monitor traffic conditions on ITMS (Intelligent Transportation Management System) corridors in coordination with corresponding agencies and/or jurisdictions.
  • Engage in procurement processes for professional services, including developing RFQ/RFP documents and contracting.
  • Performs functions as assigned in the City’s emergency response plan in the event of an emergency.
  • Other duties as assigned by the Transportation Engineering Supervisor.

  OVERVIEW OF POSITION / DEPARTMENT The Traffic Signals Technician performs skilled manual and technical work involved in the control, maintenance, and operation of the city traffic control system and assists with work planning by scheduling, organizing, and securing materials and equipment for the accomplishment of assigned tasks for the Traffic Signals workgroup. PRIMARY DUTIES & RESPONSIBILITIES
  • Operates or uses a variety of tools and equipment related to traffic control maintenance function.
  • Conducts preventative maintenance inspections and makes minor repairs of traffic control equipment.
  • Coordinates and schedules routine maintenance activities.
  • Assists in performing skilled maintenance and construction tasks including the installation and testing of traffic signal control equipment.
  • Operates diagnostic equipment.
  • Maintains various records such as equipment, time, supplies, and parts inventory.
  • Assists in training other employees in routine maintenance tasks.
  • May act as lead worker.
  • Performs additional duties as required.
  MINIMUM QUALIFICATIONS & WORKING CONDITIONS   An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.   Education: 
  • High School Diploma or GED
  Experience: 
  • Two (2) years of traffic signal maintenance
  Knowledge:
  • Knowledge of practices and techniques of traffic maintenance functions.
  • Applicable safety practices and procedures.
  •  
Skills: 
  • Use of tools, specialized equipment, methods, and safety practices common to assigned maintenance function.
  • Proficiency in operating aerial lift equipment.
  Abilities: 
  • Ability to inspect and make minor repairs to traffic signal equipment.
  • Perform manual labor for extended periods of time, outside and in all weather conditions.
  • Establish and maintain effective working relationships with employees.
  • Understand oral and written instructions.
  • Operate or receive training on various types of maintenance and construction equipment.
  • Work overtime and call back duty.
  • Train and instruct other employees.
  • Keep and maintain accurate records.
  • Organize and schedule tools, materials, and equipment to accomplish tasks.
  • Supportive team player with a positive attitude and ability to adapt to change.
  • Strong commitment to safety.
  Licenses and Certifications Required: 
  • Colorado Class B Commercial Driver's License
  • IMSA Work Zone Temporary Traffic Control Certification.
  • Must obtain RTD On-Track Safety Training Certification within six (6) months of employment in the position.
  • Must obtain ATSSA safety certificate within six (6) months of employment in the position.
  WORKING CONDITIONS Essential Personnel:
  • When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel.
Physical Demands:
  • Heavy physical work requiring the ability to lift 100 pounds with or without assistance.
  • Frequently lifting and carrying objects weighing up to 50 pounds with or without assistance.
  • Considerable walking and standing, stooping, kneeling, climbing (including work from an aerial lift to 40 feet high)
  • Frequent pushing, pulling, and bending.
  • Hand/eye and hand/foot coordination for operation of mowing and other motorized equipment.
  • Some speech communication to give information.
  • Clear vision to read operating manuals and instruction.
  • Hearing/listening for receiving and interpreting information and warning signals.
  Work Environment:
  • Works primarily outdoors in all weather conditions.
  • Exposure to noise, dust, fumes, street traffic and materials used in traffic maintenance such as paint and chemicals.
  • Must be available to work overtime, weekends, and holidays in emergency situations including snow removal.
  Equipment Used:
  • Operate heavy equipment common to traffic signal maintenance.
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
