Job Summary: The Traffic Signal Foreman is responsible for the installation, maintenance, repair, and troubleshooting of traffic signal systems to ensure safe and efficient traffic flow. This role involves working with various electrical and electronic components, conducting inspections, and collaborating with engineering teams to implement system upgrades and improvements. This position is bonus eligible. Responsibilities: Installation and Maintenance: • Install, maintain, and repair traffic signal systems including traffic lights, pedestrian signals, and associated infrastructure. • Must understand traffic signal phasing, loop detection, various camera detection systems, pedestrian pushbuttons, radio and fiber communications as well as terminating in controller cabinet and the field. • Must be able to communicate with other traffic signal agencies (VDOT, various cities and counties) and vendors as needed. Troubleshooting: • Identify and troubleshoot issues with traffic signal equipment, including electrical malfunctions, signal timing problems, and communication failures. • Must be able to troubleshoot TS-1, TS-2 and ATC cabinets, terminate and program flashing yellows when required. Assist with installation of cabinets and signal appurtenances that re used in today’s ever evolving traffic signal industry. • Must be able to troubleshoot lighting systems and work with tech support on implementation of various controlled type lighting systems. Inspections: • Conduct routine inspections of traffic signal equipment to ensure proper functioning and compliance with regulations and standards. Programming: • Program and adjust traffic signal timing to optimize traffic flow and minimize congestion, considering factors such as traffic volume, pedestrian activity, and time of day. Documentation: • Maintain accurate records of maintenance activities, inspections, and repairs performed on traffic signal systems. Collaboration: • Coordinate with engineering teams and other stakeholders to implement system upgrades, new installations, and modifications to existing traffic signal infrastructure. Emergency Response: • Respond to emergency situations such as power outages, emergency signal repair, or severe weather events to restore traffic signal functionality and ensure public safety. • Must be able to travel (overnights as needed) when required and handle after-hours service calls on intersections when needed. Safety Compliance: • Adhere to safety protocols and regulations while working on traffic signal systems, including proper handling of electrical equipment and adherence to traffic control procedures. Training: • Stay informed about new technologies, industry trends, and best practices related to traffic signal systems, and participate in training programs as required. Qualifications: • High school diploma or equivalent. Additional vocational training or certification in electrical or electronics technology is preferred. • Must possess an IMSA Level II certification as a minimum, have a valid driver’s license and electrical background is a big plus. • Previous experience in traffic signal maintenance, electrical maintenance, or a related field is desirable. • Proficiency in troubleshooting electrical and electronic systems, knowledge of traffic signal equipment and components, and familiarity with relevant software for programming and diagnostics. • Ability to analyze traffic patterns, interpret technical specifications, and make data-driven decisions to optimize traffic signal performance. • Strong communication skills to interact with engineering teams, contractors, and other stakeholders, and the ability to explain technical concepts to non-technical personnel. • Excellent problem-solving skills to diagnose and resolve issues with traffic signal systems efficiently. • Ability to perform tasks that may require lifting heavy equipment, working at heights, and standing for extended periods. • A valid driver's license with a clean driving record is often required for this position, as technicians may need to travel to different locations to service traffic signal systems. We are seeking a dynamic and experienced Senior Transportation Systems Management & Operations Engineer to spearhead our efforts in revolutionizing transportation in Osceola County. Under the direction of the Executive Director of Transportation & Transit, this role is integral to our mission, focusing on a blend of Intelligent Transportation Systems (ITS), signal retiming, advanced traffic operations design and studies, with a forward-thinking approach towards Integrated Corridor Management (ICM) programs and Connected Vehicles (CV)/Automated Vehicles (AV). The successful candidate will oversee all aspects of transportation systems management, from planning and design to building, inspecting, and integrating ITS networks and expanding multimodal alternative and mobility services.   • Leads the planning, design, and implementation of cutting-edge transportation systems management strategies, incorporating ITS, signal retiming, and advanced traffic operations design and studies.
  • Oversees the development and implementation of Integrated Corridor Management (ICM) programs and Connected Vehicles (CV)/Automated Vehicles (AV) initiatives, shaping the future of transportation in Osceola County.
  • Designs and integrate complex ITS networks, leveraging emerging technologies to enhance traffic management capabilities.
  • Establishes work priorities for traffic engineering projects.
  • Conducts comprehensive traffic studies and analyses to inform transportation planning and decision-making.
  • Manages the review and approval of Traffic Impact Analysis (TIA) methodologies and final reports prepared by private developments within the County.
  • Develops and update policies for installation, operation, and maintenance of traffic control devices for the County roadway network.
  • Establishes and update County policies and procedures including, but not limited to, golf cart and scooter policies.
  • Supports Community Development and Transportation Engineering with review of access management issues, site plans, project traffic analysis reports (PTAR) for roadway projects, temporary traffic control plans, typical sections, and roadway classification questions.
  • Provides oversight for the County's Traffic Management Center and ATMS activities.
  • Manages the investigation and response to complaints regarding congestion problems, malfunctions of traffic signals, safety hazards, and other issues as required by citizens, officials, other County departments, and other agencies.
  • Manages the County Annual Traffic Count program, the collection of existing traffic data, and the production of traffic operations and safety studies to determine the posted speeds, safety measures, need for traffic control devices, and maintenance of traffic networks for the County roadway system.
  • Manages and review designs for ITS networks, traffic signals, intersection geometry, signing and pavement markings, temporary traffic control plans, signal system timings, and other traffic management-related improvements prepared by other departments, agencies, developers, contractors, and consultants.
  • Manages construction and professional services contracts for the design and construction of ITS networks, traffic signals, intersection safety and/or capacity improvements, and other traffic management-related projects.
  • Prepares, monitors, and control the Division's budget for all operations in the Traffic Engineering Division.
  • Serves on County or inter-governmental boards as necessary.
  • Interacts with law enforcement agencies and other governmental bodies as necessary.
  • Provides oversight and guidance to a team of engineers and technicians, ensuring the successful execution of transportation projects.
  • Initiates and effectively recommend, for final approval by the Department Director, hiring, termination, performance evaluations, disciplinary and/or commendatory actions for assigned personnel.
  • Collaborates with internal and external stakeholders to develop innovative solutions to transportation challenges and implement forward-thinking strategies.
  • Stays ahead of emerging trends and technologies in transportation systems management and operations, driving Osceola County to be at the forefront of transportation innovation.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.

Minimum Qualifications

Education: Bachelor’s Degree in Engineering, Transportation Engineering, or a related field.
Experience: Six (6) years of traffic engineering experience to include two (2) years of responsible supervisory experience with a governmental agency or competent traffic engineering consulting firm.
Professional Engineer (PE) license in the state of Florida, or the ability to obtain licensure within six months of hire.
Preferred Qualifications: Master's degree in Civil Engineering, Transportation Engineering, or a related field. Experience in Connected Vehicles (CV)/Automated Vehicles (AV) initiatives.
Miscellaneous: Must possess and maintain a valid Florida Driver’s license.

Knowledge, Skills and Abilities

  • Extensive knowledge of the principles and practices of traffic engineering.
  • Extensive knowledge of design practices and standards for the design of signals and signal systems, intersections, signing and pavement markings, maintenance of traffic during construction, accident analysis, and highway safety studies, capacity analysis, and traffic operations studies.

Essential Duties and Responsibilities
  • Maintains, repairs, troubleshoots, and upgrades traffic signal equipment, along with school zone flashers, speed signs, RRFB's, LED stop signs, and various beacon equipment.
  • Maintains and repairs street lighting on arterial roads in the city.
  • Operates, troubleshoots, and programs traffic signal parameters, implementing timings as directed by city's Traffic Engineer and/or Lead Signal Technician.
  • Assists in responding to reports of issues and requests related to equipment that fall under the work of the traffic signal workshop.
  • Prepares, maintains, and develops all necessary records of traffic signals and equipment malfunctions; repairs, troubleshoots, and conducts preventive maintenance.
  • Adheres to policies and procedures as it applies to traffic signal records when repairs, installations, or preventative maintenance is performed.
  • Ensures maintenance schedules are adhered to for all electrical and electronic traffic control devices; ensures appropriate inventory records are maintained on all electrical and electronic traffic control devices.
  • Installs, repairs, and maintains underground conduits, energized overhead and underground wiring system, wires, junction boxes, cabinets, switchboards, controllers, and electrical power equipment.
  • Installs and repairs traffic loop. Cleans, repairs and replaces traffic signal heads, indications, cabinets and overhead street signs, as required.
  • Troubleshoots and repairs outages and/or malfunction on beacon indication traffic control devices, associated electrical wiring system and streetlight systems.
  • Responds to emergencies involving traffic and pedestrian signals, street lighting, and traffic signs on signal equipment.
  • Locates underground electrical and communication utilities as requested.
  • Maintains and repairs shop electronic test equipment.
  • Assists with the review process for plans, specifications, and systems designed by consultants.
  • Assists with maintaining various types of traffic video and communications systems throughout the city.
  • Assists with installing, maintaining, and repairing new and existing traffic signal equipment, including but not limited to controllers, cabinets and associated wiring, signal heads, vehicle loops, vehicle detection amplifiers, emergency pre-empt equipment, video equipment.
  • Assists with designing, building, and maintaining signal specific test equipment.
  • Assists with count analysis, speed studies, travel time and delay studies, gap studies, and traffic signal warrant studies.
  • Assists with installing, maintaining, and repairing new and existing street lighting equipment, including but not limited to contactor cabinets, poles, luminaries, and associated wiring.

Description

If so, then consider applying today to be an Electrical Technician with the City of Champaign Public Works Department Traffic and Lighting Division. Responsibilities of Position Our Electrical Technicians are part of a skilled and high performing team that keeps traffic flowing efficiently and safely by ensuring traffic signals and street lighting are maintained in good working order. They also work on crosswalk signals, pedestrian pushbuttons, school flashers, and other specialized equipment. Since continuous signal operation is paramount, Electrical Technicians must be available as needed to respond to after-hours emergency repairs. They participate in the City’s snow & ice removal efforts and respond to other emergencies that may require working up to 16-hour shifts with little to no advance notice and may assist with the City’s yard waste collection program. Required Qualifications • Education equivalent to an associate degree or vocational degree or certificate in Electronic Engineering Technology, Industrial Technology, Computer Science, Traffic Signal Technician, or a related field. • Experience in the installation, troubleshooting, corrective repair, and preventative maintenance of the types of electrical equipment and systems found in traffic signals and similar equipment. • An equivalent combination of education and training which provides the required knowledge, skills, or abilities will be considered. • Ability to work outdoors in adverse weather conditions. • Ability to operate equipment such as a bucket truck and small crane hoist. • A valid state issued driver’s license with an acceptable driving record. • Forklift certification and State of Illinois Class B CDL license without air brake restriction are required within a timeline approved by the Traffic and Lighting Supervisor. • Ability to perform essential functions that require physical agility as noted in the job description, with or without accommodation.   This is complex work that involves advanced technical training and skills in the maintenance and operation of traffic signals and ITS devices. This position is in the Traffic Signal Systems group, which is under the Public Works Department.   • Responds to urgent traffic signal malfunctions, ensures repairs are completed correctly and in a timely manner.

SUPERVISION RECEIVED:  Works independently, or as part of a crew, on daily activities under the direction of the Traffic Signal Supervisor. SUPERVISORY RESPONSIBILITIES:  This position does not supervise other employees. INDEPENDENT JUDGMENT: This position is responsible for the proper traffic signal operation and maintenance; striping as needed for traffic signal installations; and the installation of other traffic control devices as required by the Manual on Uniform Traffic Control Devices (MUTCD). Improperly operating or placed traffic control devices could result in potential serious safety liability for the County.  Citizens rely upon our expertise to ensure their safety and properly direct them.  Without this direction, damage to property, bodily injury or death could occur.  Employee awareness and education are vital to the employees' daily responsibilities to ensure citizen, personnel, and property safety.  
MINIMUM QUALIFICATIONS: EDUCATION and/or EXPERIENCE: 
  • A high school diploma or GED is required.

  Position Information
The Department of Environmental Services (DES) is hiring an Electrical/Traffic Signal Technician to perform skilled work for Intelligent Transportation Systems (ITS) including traffic signal construction, installation, repair, and maintenance. Technicians primarily support the electrical and electronic maintenance repair work of over 300 intersections including streetlights at all times of day, and a multitude of ITS equipment and support devices.Specific duties for each level include: ITS Technician Trainee: 
  • Performing entry-level work for the routine installation, repair, and maintenance of ITS equipment, traffic signal, and streetlight devices;
  • Troubleshooting device operational performance to determine and confirm correction procedure, including implementing operational correction procedures to maintain proper performance of field devices;
  • Adjusting field device settings to assist system operational diagnose work; and
  • Following Virginia Work Area Protection Manual to establish proper work zone, working near traffic, cramped spaces, and using aerial bucket trucks within established work zones.
ITS Technician I:
  • Performing journey-level work for the routine installation, repair, and maintenance of ITS equipment, traffic signal, and streetlight devices including using heavy equipment such as an aerial truck;
  • Conducting routine field inspections to determine functionality of equipment and investigating complaints regarding outages and brightness levels of streetlights;
  • Performing preventive maintenance to streetlight and traffic control equipment such as pulling cables and ensuring all safety requirements are met;
  • Reconstructing and refurbishing traffic signal equipment or defective electrical equipment; including advising management if continued inoperability of equipment could pose a safety hazard;
  • Consulting with traffic operations staff or vendor representatives to identify and resolve technical problems;
  • Setting and removing temporary traffic control signage, cones, and barricades to safely complete installations and repairs; and
  • Utilizing a work order system to generate reports and review performance data on traffic signals and streetlights.
ITS Technician II:
  • Performing highly skilled senior-level work for the installation, repair, and maintenance of signalized intersections and a wide variety of traffic signal devices including controllers, cabinets, signal heads, vehicle loops, detection systems, emergency pre-empt equipment, video equipment, and flashing beacons;
  • Investigating high-level complaints and troubleshooting, repairing, replacing, or modifying traffic signal and/or streetlight equipment based upon customer feedback;
  • Performing electrical system wiring and installations, such as handholes and junction boxes, pulling overhead and underground cables, and locating conduits, cables, and other underground devices;
  • Evaluating and participating in the design and construction tests of new equipment, including inspecting and testing equipment installed by contractors, and providing documented feedback to manager; and
  • Conducting preventive maintenance for overhead signals, cabinets, school flashers, and a variety of other ITS devices to ensure all safety requirements are met.
The ideal candidate for all levels will possess:
  • Technical expertise in the installation, maintenance, and repair of streetlight and traffic signal systems, and other electronic control devices.
  • Demonstrated ability to work in an operational environment where emergency response is a key component; and
  • A proven track record of successfully working within a team, superior customer interactions, and have effective communication skills.
 

Selection Criteria

Minimum Requirements for each level: High school diploma/equivalent;ITS Technician Trainee:
  • Some experience in the maintenance and repair of ITS equipment or other electronic and electrical equipment;
  • Must receive the following certifications within one year of hire:
    • VDOT Intermediate Work Zone Certification; and
    • IMSA Traffic Signal Technician Level I or IMSA Roadway Lighting certification(s).
ITS Technician Level I:
  • One (1) year of experience in the maintenance and repair of ITS equipment or other electronic and electrical equipment;
  • Must possess the following certifications:
    • VDOT Intermediate Work Zone certification; and

ITS Technician Level II:
