This position will work with centralized traffic management systems software, as well as various ITS components such as vehicle detection cameras, CCTV cameras, traffic signal controllers, and more. Job Summary The role of the Transportation Engineer is to provide traffic engineering services in one or more of the following areas: traffic signals, signs and markings, development review, transportation concurrency analysis, traffic safety analysis, traffic data collection, and analysis and evaluation of transportation alternatives. The Transportation Engineer may maintain and use Kirkland’s crash/collision record system and travel demand forecasting model, provide design review input and propose appropriate projects for the CIP, operational changes, forecast future traffic volumes/impacts, and/or utilize the City’s Intelligent Transportation System (ITS). Distinguishing Characteristics: This is the journey-level classification in the Transportation Engineer series. The incumbent adheres to clear methods to attain desired objectives working within established policy and engineering standards, guidelines, and practices. Uses initiative and resourcefulness in researching and developing processes and procedures. Works under supervision, conferring with supervisor on unusual matters. Essential duties and responsibilities may include, but are not limited to, the following.
  • Provide design review support to the Capital Improvement Program (CIP) Division for ITS, traffic signals, crosswalk, lighting improvements, signing, and marking to ensure effective, proper, and safe design. Assist in the preparation of the CIP.
  • Assist in the development of transportation related ordinances, standards, codes, and regulations. Prepare annual revisions to Pre-approved Plans including new policies, standards and procedures regarding traffic control devices, parking, and access control.
  • Prepare and assist others in the preparation of grants applications from Federal, State, regional and county funded programs for transportation projects. May manage grant implementation.
  • Work with staff and contractors to review and provide technical guidance for traffic control plans. May prepare traffic control plans occasionally.
  • Prepare responses to inquiries from community members to Transportation Engineering Supervisor, Transportation Manager, Public Works Director, and/or elected officials.
  • Provide excellent service to internal and external customers.
  • Work with diverse groups to arrive at agreements on transportation engineering issues.
  • Conduct advanced and complex transportation engineering and related studies, evaluation of alternatives, make recommendation and present reports to the Transportation Engineering Supervisor, Transportation Manager, Public Works Director, and/or Transportation Commission.
  • Develop and implement innovative programs to increase pedestrian, bicycle, and transit safety and mobility.
  • Perform comprehensive review of transportation elements such as signing, pavement markings, street lighting, and more, and provide recommendations for improvements related to safety and mobility. May work in special areas such as school zones and areas of work zone traffic control, as well as more broadly throughout the City.

  Specific Functions and Responsibilities by Focus Area: Development Review
  • Jointly operate and maintain the City’s travel demand model with the Cities of Bellevue and Redmond. Keep the model updated for accurate analysis of existing and future traffic conditions. Work with local jurisdictions to ensure model accuracy and integrity.
  • Perform development review according to Impact Analysis guidelines, including scoping and reviewing traffic impact studies and evaluation of traffic mitigation. Estimate traffic impacts of development proposals using the forecasting model, explore/negotiate alternatives with project proponents. Ensure that applications for development are reviewed according to City’s ordinances and guidelines. Where guidelines are not applicable or definitive, base decisions on qualitative and quantitative information.
  • Use the travel demand model to identify future roadway and traffic system deficiencies (with respect to signal operation, vehicular level of service, and overall traffic operations). Develop and evaluate alternatives to include street improvements, signalization projects, road connections, and transportation management programs. Analyze and evaluate long-term traffic impacts of land use alternatives.
  • Support Public Works and other Departments in the preparation/revision of the Comprehensive Plan. Assist Planning and Building Department in the development of Planning and Zoning regulations.
  • Assist Planning and Building Department in maintaining an accurate land use inventory on an annual basis.
  • Perform transportation concurrency analysis including transportation concurrency tests, city-wide annual evaluation of transportation concurrency tests, city-wide annual evaluation of transportation concurrency, operate and maintain transportation concurrency database and propose appropriate improvements.
  • Assist staff in reviewing transportation and traffic engineering aspects of private development requests such as access location, marking, and signing.
ITS and Signal Operations
  • Operate the City’s Traffic Management Center (TMC) and various ITS devices and applications.
  • Review, evaluate, modify, and implement operating strategies for a complete range of ITS devices such as advanced traffic signal controllers, surveillance equipment and vehicular/pedestrian detection systems.
  • Propose and implement traffic signal operating strategies including channelization, detection enhancement, signal interconnection and signal timing optimization.
  • Review, evaluate, modify and/or develop signal timing plans and signal controller data on a periodic basis.
  • Develop, modify, and implement signal timing plans and traffic signal controller parameters for anticipated construction projects and/or special events.
Analysis and Reporting
  • Manage the City’s Collision Reporting System (CRS) including periodic software upgrades, data entry, analysis, and reporting.
  • Prepare traffic information including safety analysis, Intersection/corridor LOS (Level of Service Analysis) and access control for transportation studies.
  • Manage the City’s traffic count program. Work with vendors to collect data at several locations around the City and compute Annual Average Daily Traffic (AADT) every two years.
  • Support the City’s Commute Trip Reduction program and projects.
  • Manage requests for service for signing, markings, lighting, parking, and similar, from the public and staff.
  • Assist Neighborhood Traffic Control Program Coordinator by providing technical assistance on transportation and traffic engineering issues.
Peripheral Duties:
  • Support operation of the City’s Employee Transportation and Commute Trip Reduction Programs.
  • Monitor traffic conditions on ITMS (Intelligent Transportation Management System) corridors in coordination with corresponding agencies and/or jurisdictions.
  • Engage in procurement processes for professional services, including developing RFQ/RFP documents and contracting.
  • Performs functions as assigned in the City’s emergency response plan in the event of an emergency.
  • Other duties as assigned by the Transportation Engineering Supervisor.
Knowledge, Skills and Abilities Knowledge, Skills, and Abilities:
  • Excellent written and verbal communication skills.
  • Excellent problem-solving skills, including the ability synthesize complex tasks into manageable procedures.
  • Knowledge of traffic signal operation principles.
  • Knowledge of standard traffic engineering standards, guidelines, and practices such as the MUTCD, AASHTO, NACTO, etc.
  • Knowledge of highway safety management principles and practices, such as the FHWA’s Safe System Approach.
  • Ability to analyze and interpret data and come up with a recommendation or conclusion.
Knowledge, Skills, and Abilities may also include the following depending on focus area: 
  • Proficiently skilled in the use of a wide range of traffic and video management hardware and software.
  • Proficiently skilled with traffic operation and planning software packages as they relate to the evaluation and simulation of traffic control strategies.
  • Proficiently skilled with ITS devices and applications.
  • Knowledge of Four-Step Travel Forecasting Process.
  • Knowledge of traffic signal optimization and simulation software.
  • Knowledge of and experience with Commute Trip Reductions strategies, programs, applications, and management.
  • Knowledge of Federal, State, and County grant processes, requirements, and regulations.
  • Knowledge of accounting requirements as it relates to grants.
  • Knowledge of software for development review.
  • Knowledge of zoning and development regulations.
  • Knowledge of interlocal agency agreements, contracts, and procedures.
  • Familiar with transit, non-motorized, and demand management and their relationship to a complete transportation system.
Qualifications Minimum Qualifications:
  • Education: Bachelor of Science in Civil Engineering.
  • Experience: 4 years’ experience in transportation engineering or related field.
  • Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual’s knowledge, skill, and ability to proficiently perform the essential duties and responsibilities listed above.
Licenses and Other Requirements:
  • Engineer-in-Training (EIT) strongly preferred. 
  • Professional Engineer (PE) and/or Professional Traffic Operations Engineer (PTOE) preferred.
  • Master of Science in Civil Engineering with Transportation or Traffic Engineering focus preferred.
  • Must have a valid Washington State Driver’s license (or the ability to obtain within six months) and ability to remain insurable under the City’s insurance to operate motor vehicles.
Other Physical Demands and Working Environment: This position works primarily in an office environment but also outside at construction sites and sites with existing development on occasion. The fieldwork may occur in varying weather conditions and involves investigating existing infrastructure, issue identification, and private and public construction monitoring related to transportation infrastructure. This position may require climbing, bending, stooping, kneeling, and crawling. This position encounters foot hazards as defined by the WAC, which may include any of the following: falling objects, rolling objects, piercing/cutting injuries, or electrical hazards. GENERAL DESCRIPTION This is unskilled and limited semi-skilled and technical work in the operation of equipment related to street striping, traffic sign, traffic signal and streetlight maintenance with routine maintenance responsibilities for assigned equipment. Work is performed under the general supervision of the Foreman, with direction from the Program Supervisor, and reviewed through observation, conversation, and evaluation of results achieved. ESSENTIAL JOB FUNCTIONS
  • Maintains traffic signals and associated electronic equipment including solid-state controllers, emergency vehicle pre-emption, radio communications, video camera detection, inductance loop detection and other cabinet components.
  • Maintains signal system hardware such as signal and pedestrian heads, mast arms, standards, back plates, visors, signal lamps and LED lenses.

KNOWLEDGE, SKILLS & ABILITIES

The Traffic Engineering Technician performs technical work in support of the traffic engineering, traffic operations, and traffic utilities functions of the Public Works and Development Department’s Traffic Operations Program.  This position operates with a high degree of independence and technical expertise working within complex traffic systems.

Duties

  • Conducts field collection of data including roadway traffic volumes, traffic device information, and traffic utility.  Includes physical field deployment of traffic devices utilized to collect data.

  • Reviews requests for utility locates of traffic and traffic signal related utilities.   Performs on-call duties on a rotational basis for utility locate services.  Manages on-call schedules and contractors for utility locates.

Key Qualifications:

  • Post-secondary 3-year diploma in Transportation Engineering or Civil Engineering.
  • Additional post-graduate courses in Traffic Engineering and Geographic Information Systems (GIS) are preferred.
  • Additional training in geometric highway design and traffic engineering principles and practices is preferred.
  • An equivalent combination of education, experience and qualifications may be considered.
Knowledge
  • Minimum 10 years’ experience in traffic engineering, preferably in a municipal and/or government organization, including a minimum of  5 years in a leadership capacity.
  • Must be certified as a Certified Engineering Technologist (C.E.T.) with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).

  • Oversees the development of traffic control strategies, analysis of intersection traffic data, and calculation of signal timing plans, using traffic signal optimization software.
  • Reviews and approves traffic signal timing modifications, ensuring safe and efficient movement of traffic.  Ensures related documentation is maintained.
  • Manages the day-to-day operation and maintenance of the Region’s computerized central traffic signals system, including monitoring system performance, coordinating the installation and repair of communication equipment and troubleshooting system issues to ensure it is continuously operational.
  • Plans, coordinates and ensures ongoing operation of intelligent transportation systems, emergency vehicle pre-emption and transit priority systems.
  • Receives and responds to service requests and complaints from the public, members of Council and other agencies related to traffic operations and signal performance issues and acts when necessary to mitigate issues.
  • Produces, reviews and updates reports, summaries and performance indicators related to traffic signal operations.
  • Reviews road design plans, construction documents, development proposals and detour routes, to assess the impact to traffic operations and recommends and implements changes to traffic signal assets and operations aimed at minimizing impacts to road users and ensuring traffic safety.
  • Oversees the investigation, planning and layout of traffic management plans in and around construction sites, recommending detour routes, designing temporary traffic signals and other temporary traffic control devices.

  • Prepares reports to Public Works Committee and Council on traffic related issues.
Manages the planning, design and installation process for the installation and construction of traffic signals and other traffic control and intelligent transportation systems, including the development of design drawings, materials estimates and contract specifications. (30% of time)
  • Directs and guides the development of design drawings, legal signal drawings, contract specifications, tenders, requests for quotations and special provisions related to the installation of traffic signals, intelligent transportation systems and other traffic control devices.
  • Receives and manages new traffic signal and pedestrian crossover build requests from area municipalities and oversees the design and construction process on their behalf, including providing cost estimates, project management, and tracking and recovery of associated construction costs.
  • Reviews and approves design drawings and contract specifications to be included in capital projects and ensures accurate upkeep and maintenance of information systems and records management for projects, drawings, catalogs and manuals.
  • Directs and coordinates work assignments for consultants, technical staff and contractors for various traffic related projects.
  • Oversees the completion of as-constructed field audits of traffic signal infrastructure after construction has been completed and ensures the legal traffic signal drawing is reviewed and approved.  Sign the “Recommended By” portion of the legal drawing to be approved by Director of Transportation.
  • Manages progress of traffic signal installations, including meeting regularly with contractors, coordinating internal resources, providing technical expertise and collaborating with stakeholders during all phases of construction.
  • Leads the planning of future traffic signal system installations, modifications and enhancements and maintains related asset inventories, datasets and documentation.
  • Develops asset management strategies and initiatives to meet corporate and legislative asset management requirements.
  • Coordinates and negotiates cost sharing agreements with external partners identifying project coordination opportunities ensuring Regional interests are met.

  • Monitors and reviews existing procedures, programs and activities to identify areas of improvement and ensure efficiency and cost effectiveness in the services provided.
  • Identifies and reviews changes in legislation related to the design and operation of traffic related components, identifying strategies for improvements/modifications.
  • Researches, develops and implements new procedures or changes to existing procedures with a focus on effectiveness and continuous improvement.
  • Oversees the successful implementation of new processes and improved or innovative strategies for service delivery, with a focus on continuous improvement and best practices to improve overall quality and efficiency.
  • Identifies and evaluates new products and technology, develops and implements pilot projects involving the use and evaluation of new products and services by the Region.
  • Provides input and recommendations into Regional standards, approved product listing and consultant roster.
  • Keeps abreast of relevant case law related to traffic operations related claims and works with the Associate Director to mitigate risk and liability.
  • Represents Niagara and Transportation Services on Municipal, Regional and Provincial Committees and meetings.
  • Provides training and information sessions to outside agencies, regarding the use and operation of traffic control devices.
  • Recommends traffic signal improvements to Municipal and Provincial Governments, St. Lawrence Seaway Authority, and Niagara Parks Commission.
  • Evaluates and recommends computer hardware and software for traffic engineering applications.

  • Must possess and maintain a valid and unrestricted specified license for the class of the vehicle operated (G Class – pooled vehicles).

SENIOR ENGINEER and SENIOR PROJECT MANAGER TRANSPORTATION SERVICES  Are you a Project Manager with extensive experience in traffic signal operations and systems and the planning and delivery of complex transportation engineering and design projects? If so, consider this exciting opportunity with Transportation Services!  The Senior Engineer (permanent position) or Senior Project Manager (temporary position) will be reporting to the Traffic Systems Operations Manager, and will manage a team of engineers, project leads, analysts, and technologists. This team is responsible for the optimization and operation of traffic signals, traffic beacons, pedestrian crossovers and accessible signals across the City. Major Responsibilities: Specific responsibilities may include, but are not limited to, the following:
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of related data.
  • Leads and coordinates a multi-disciplinary team in the delivery of variable traffic signal projects such as: Corridor Coordination and Optimization, Smart Signals, Bicycle Traffic Signals, Transit Signal Priority, Emergency Vehicle Priority, Leading Pedestrian/Bicycle Intervals, Protected Pedestrian Phases, Accessible Pedestrian Signals, Left/Right Turn Protected Phases, and Traffic Controller Coding and Testing.
  • Provides technical advice, review and expertise, utilizing standard engineering principles and practices, to assist in the delivery of projects relating to traffic signal control systems, traffic signal controllers and cabinets, and vehicle detection.
  • Develops RFPs for the hiring of consultants to assist with the analysis and implementation of traffic systems operations projects, including the updating and/or development of standard operating practices.
  • Develops RFQs and tenders for traffic systems operations projects relating to the City's Vision Zero and Congestion Management Plan initiatives.
  • Prepares training course materials, and conducts training, demonstrations, and tailgate sessions to staff and for users of traffic control systems.
  • Prepares historical signal timing letters for lawyers, insurance companies, police and consultants.
  • Reviews drawings, engineering studies, specifications, plans and cost estimates prepared by consultants as they pertain to modification of traffic signal operations and traffic signal plant.
  • Manages the work performance of contractors, suppliers and consultants with respect to quality, timeliness, cost and completion of required tasks.
  • Provides work direction and training to unionised and non-unionised staff.
  • Assists the manager in developing the unit's annual operating and capital budgets.
  • Monitors expenditures, approves invoices for assigned projects and activities, and provides regular reports to the Manager and the Capital Projects and Program unit.
  • Prepares technical and other necessary reports and submissions for the information of, and as required by, the Division and City of Toronto Council.
  • Liaises with the public, Councillors, media, consultants, contractors, and other transportation agencies on matters relating to traffic signal operations.
  • Prepares and delivers presentations to senior Department staff, elected officials and the public.
  • Establishes, maintains, and fosters linkages to other units throughout the City and colleagues in other municipal, provincial and federal governments to ensure effective partnerships for projects that span Divisions and/or jurisdictions.
  • Participates, leads, and facilitates technical working groups to address operational issues.
  • Responds to enquiries from the public, City staff, members of Council, interest groups and transportation agencies regarding traffic signal operational issues.
  • Performs site inspections to ensure that staff are in compliance with the City's Health & Safety requirements.
  • Maintains up-to-date knowledge of technological developments in the field of Traffic Engineering, Traffic Operations, Intelligent Transportation Systems, and Traffic Signal Control.
  • Represents City on committees, attends meetings and provides input.
 Key Qualifications:
  1. To be eligible for the Senior Engineer position, you must be a Professional Engineer (P.Eng) in good standing with the Professional Engineers Ontario (PEO), or eligible to register as a P.Eng with the PEO prior to the employment start date.
  2. University degree in civil engineering, traffic or transportation engineering, or an equivalent combination of engineering education and experience may be considered.
  3. Extensive experience in traffic signal operations and systems.
  4. Considerable experience managing the planning and delivery of complex transportation engineering and design projects, with an emphasis on Traffic Operations, or Traffic Signals design, construction, and operations.
  5. Experience with traffic optimisation software (e.g., Synchro and Vistro) and traffic simulation software (e.g., Vissim, Aimsun and Paramics).
  6. Valid Ontario Class "G" driver's license, and daily access to a reliable personal vehicle for use on City business.
  7. Experience with traffic signal controller programming and testing will be considered an asset.
  8. Knowledge of relevant standards, legislation, bylaws (e.g., Occupational Health and Safety Act, Highway Traffic Act, Ontario Traffic Manual Book 7 and Ontario Traffic Manual Book 12) and industry standards and guidelines (i.e., TAC, ITE, IMSA, MUTCD, Ontario Provincial Standards, arterial roads safety, etc.)
  9. Knowledge of safe work practices as they relate to working on arterial roads.
  10. Highly developed communication, interpersonal, and customer skills to clearly and concisely communicate with all levels of the organization, including senior staff, elected officials, the media and the public.
  11. Familiarity with the preparation and/or evaluation of proposals.
  12. Ability to take initiative, and be self-managed, accountable, flexible, and adaptable to multi-task, plan, organize, schedule, coordinate projects and track and manage budgets as well as schedules.
  13. Teamwork and collaboration to work effectively with contractors, colleagues, elected officials, consultants, contractors and all stakeholders.
  14. Ability to plan, supervise and direct the work of staff and manage the work of consultants, vendors and contractors with an understanding of modern principles and practices of management and management controls.
  15. Ability to provide guidance to staff providing Active Traffic Management (ATM) coverage in the City's Transportation Operations Centre (TOC), on an as-required basis, between the hours of 6:00 a.m. to 7:00 p.m. Monday to Friday, and after-hours for special event coverage (e.g., BMO events, Exhibition Place events, etc.) as part of the City's goal to deliver ATM services.
