- Ensures electrical compatibility and safety of components; replaces defective equipment and other related electrical systems as necessary; tests electronic equipment including traffic signal heads, streetlights, controllers, auxiliary equipment and other systems to ensure that they operate as intended; advises management if continued operation of equipment would present a problem or a hazard.
- Interprets complex electrical plans, specifications and schematics; ensures conformity with codes, regulations and safety requirements; reads electrical blueprints; maintains accurate maps and schematic drawings.
- Locates and marks underground utilities, cables, conduits and loop wires to prevent damage and to perform work.
- Inspects and tests equipment installed by contractors.
- Maintains accurate manual and computerized work records, logs and other documents; prepares work orders and helps maintain adequate inventory of materials and supplies; prepares work estimates; prepares a variety of reports.
- Performs traffic safety work including resetting and removing of temporary traffic control signage and delineation (cones, barricades, etc.) as required.
- Maintains tools and equipment in a safe and efficient manner; cleans shop and equipment as necessary; follows proper safety procedures in a variety of hazardous environments including high voltage areas; maintains clean, safe service vehicles.
- Responds to after-hours emergency situations.
- Performs other duties as assigned.

Education

- International Municipal Signal Institute (IMSA) Roadway Lighting Technician Level 1 and 2 Certification
- International Public Safety Institute (IPSI) Roadway Lighting Technician Level I Certification is considered an asset
Experience and Knowledge
- Streetlighting, pedestrian lighting, park lighting, specialty lighting, supervision skills, communication skills with the public, council and stakeholders.
- Electrical infrastructure
- Litigation and discovery procedures involving related lighting programs and conducting appropriate investigations
- Project management on multiple lighting projects (underground infrastructure related to lighting, special lighting, Business Improvement Area lighting, etc.).
- Familiarity with the Illuminating Engineering Society (IES) Standards, Ontario Traffic Manuals, Highway Traffic Act, Municipal Act and Occupational Health and Safety Act is critical.

- GENERAL PURPOSE: The Traffic Technician II is responsible for the installation, maintenance and repair of traffic signals, signs, streetlights, and other traffic control devices including, but not limited to, speed monitoring trailers, flashing lights and signs, street and pedestrian lights, internally lit signs, and other traffic control devices. Traffic Operations Technician I: Under immediate supervision, this is the entry-level in the Traffic Operations Technician series. Incumbents in this class typically have limited work experience. Generally, work is observed and reviewed both during performance and upon completion. Incumbents assigned to this class are expected to obtain required certifications for the Technician II class and achieve proficiency required of that class within three years. Traffic Operations Technician II: Under general supervision, this is an intermediate-level class in the Traffic Operations Technician series. The classification is distinguished from the Traffic Operations Technician I class by having three years' responsible work experience in the performance of traffic operations functions. REQUIREMENTS:
- A minimum of four (4) years of experience in signal installation and repair work, electrical maintenance, or as a wireman in electromechanical assembly.
- A valid New Jersey driver's license is required.
- Candidates may also need a valid Commercial Driver's License (CDL) with applicable endorsements for the vehicles operated in this role.
KNOWLEDGE, SKILLS, ABILITIES:
- Strong knowledge of traffic signal system installation, repair, and maintenance.
- Ability to perform emergency repairs under adverse conditions.
- Proficiency in practicing accepted safety procedures.
- Capability to lead and provide instructions to other employees.
- Competence in preparing reports and maintaining accurate records.

The work is performed outdoors where risks and hazards are substantial, but they are known, somewhat predictable and most controllable. The physical demands consist of walking, standing, sitting, bending, digging and moving or lifting equipment and tools weighing up to 85 pounds and including the requirement to work from a bucket truck near high voltage wires. - Installs new traffic signal control cabinets using multi-conductor color-coded traffic signal cables.
- Programs controllers, monitors, and associated equipment for use as replacements for defective equipment.
- Inspects work reports to insure completion of work within an assigned geographical area.
- Determines traffic signal coordination between intersections from time-space diagrams.
- Performs necessary repairs and preventative maintenance on traffic signal equipment.
- Checks relays, controller timing, and wiring.
- Inspects traffic signal equipment installed by private contractors for compliance with FDOT and COJ specifications.
- Assists in construction of traffic control devices by signal construction crews.
- Operates lift trucks with a gross vehicle weight rating of more than 8,000 pounds.
- Trains, assigns and reviews the work of assigned personnel.
- Demonstrates proficiency in the City of Jacksonville's Competencies.
- Performs related work as required.

Knowledge, Skills and Abilities

- Knowledge of the techniques, methods, and practices used in the installation, maintenance and repair of traffic and allied signal system equipment.
- Knowledge of the materials, tools, and equipment used in the installation, maintenance and repair of traffic signal system equipment.
- Knowledge of solid-state and digital circuitry and controllers.
- Knowledge of the principles and theory of electricity.
- Knowledge of occupational hazards and safety precautions.
- Ability to interpret time-space diagrams for traffic signal coordination.

- Ability to lift, load, unload and transport traffic signal heads weighing up to 85 pounds.
- Ability to replace or repair span wire or signal cable from a lift truck platform.

Open Requirements/Supplemental Information

- A three (3) year of education and/or experience in electricity, electronics or traffic signal installation (maintenance or repair).
- Must be free from color blindness.
LICENSING/CERTIFICATION/REGISTRATION:- A valid Class E Driver's License is required prior to appointment and must be maintained during employment in this class.
- Must qualify for prior to appointment, obtain and maintain during employment in this class the City of Jacksonville Certification as a Public Driver.
- I.M.S.A. Level I Traffic Signal Certification must be successfully completed within twelve (12) months from the date of probationary appointment and Level II certification must be successfully completed within twenty-four (24) months from the date of probationary appointment.
OTHER REQUIREMENTS:- The probationary period for this class is six (6) months.
- This classification performs safety-sensitive functions and is subject to pre-employment and random drug/alcohol testing programs as set forth in the City of Jacksonville's Drug Free Workplace Policy (Directive 0401).
