JOB DESCRIPTION

JOB SUMMARY

Under the direction of the Supervisor of Traffic Signals, the Signals Electrician plans, assembles, connects, installs, repairs, inspects, tests, configures, and maintains various traffic signal related electrical systems (AC and solar).  Performs installation and maintenance of traffic signal equipment, vehicle detection systems, wiring systems, communication and video equipment, roadway illumination, flashing beacons, and overhead signage. Maintains applicable records using the division’s computerized maintenance management system (CMMS).

Maintains compliance with Ontario Minimum Maintenance Standards (MMS), through service and inspections.   Ensures electrical system specifications meet Niagara Region standards and the Ontario Electrical Safety Code (OESC).  Reviews/comments on signal and illumination projects (capital and operational), addressing concerns and potential problems or conflicts resulting from contract drawings and specifications pertaining to field conditions.  Operates trucks over 11,000 kg Gross Vehicle Weight (GVW) with an aerial device, in accordance with the Highway Traffic Act (HTA), Public Commercial Vehicle Act (PCVA) and Regional guidelines.

QUALIFICATIONS

EDUCATION

  • Completion of Ontario Secondary School Diploma (OSSD) or equivalent.
  • Must possess and maintain a valid Certificate of Qualification as a Construction and Maintenance Electrician (309A) in the province of Ontario.
  • Must possess a Certificate of Apprenticeship as a Construction and Maintenance Electrician (309A), which includes completion of a 9000 hours (approx. 5 years) Electrical Apprenticeship Program or a recognized equivalent.
  • Additional post-secondary or continuing education in electrical/electronic technologies is an asset.
  • Additional education and training in the operation, installation and maintenance of traffic signal control devices is an asset.
  • Must successfully obtain and/or maintain International Municipal Signal Association (IMSA) (or equivalent) training in Work Zone Safety, Signals Level II, and Roadway Lighting Level I, as soon as practicable after commencing employment.
  • Must successfully obtain and/or maintain Infrastructure Health & Safety Association(IHSA) (or equivalent) training in Electrical Utility Safety Rules, Electrical Safety – High Voltage, Hydraulic Aerial Equipment, Hoisting & Rigging, and Rescue Techniques, as soon as practicable after commencing employment.
  • Must successfully obtain and/or maintain training in WHMIS, First Aid/CPR, Fall Protection, Aerial Bucket Evacuation, Lock Out and Tag Out, Hazardous Materials Handling, Working at Heights, and Transportation of Dangerous Goods, as soon as practicable after commencing employment.

KNOWLEDGE/EXPERIENCE

  • Three to five years of experience in Traffic Operations or a similar environment.
  • Must have working knowledge of Occupational Health & Safety Act and Niagara Region’s Health and Safety policies and procedures.
  • Must have a proficient knowledge of the Ontario Electrical Safety Code (OESC), Ontario Traffic Manual (OTM), and the Highway Traffic Act (HTA).
  • Experience in the installation, maintenance, and operation of traffic signals, vehicle detection systems, data collection systems, Uninterruptable Power Supply (UPS) systems, Accessible Pedestrian Signal (APS) systems, flashers, speed display boards, Pedestrian Crossovers (PXOs), roadway illumination systems, Pan/Tilt/Zoon(PTZ) camera systems and/or similar equipment.
  • Must possess sound knowledge of electronics.
  • Must possess sound knowledge of hydraulic systems.
  • Intermediate knowledge, experience, and skills in Microsoft Office Suite programs (Word, Excel, Access, and Outlook) is required.
  • Working knowledge with computerized maintenance management systems (CMMS) is an asset.
  • Experience in the preparation of OTM Book 7 compliant Traffic Control Plans (TCPs).

SKILLS

  • Must be competent in operating tools and equipment related to the maintenance of traffic signal infrastructure and roadway illumination electrical systems.
  • Must be able to read and interpret blueprints, contract drawings, as-built drawings, specifications, and operational manuals.
  • Must possess above average proficiency in computer and PLC based systems.
  • Must posses above average electrical system troubleshooting skills.
  • Must be able to work in an aerial device, at elevated heights and in various and extreme weather conditions.

SPECIAL CONDITIONS

  • Must work without direct supervision.
  • Successfully complete all additional training as assigned by the Employer.
  • Frequent travel required within Niagara region to perform job duties.
  • Must possess and maintain a valid and unrestricted specified licensed for the class of the vehicle operated (DZ class).  If not currently DZ licensed, may be considered, subject to becoming class DZ licensed within a specified period of time.
  • Must be willing and able to perform emergency maintenance on a callout basis, in addition to the scheduled 24 hr. on-call requirements.
  • Must be an active member in good standing of Skilled Trades Ontario.

This position is subject to overtime and standby, including weekends.
