Signal Technician

Clay County - Small Towns. Big Passions. Under the direction of the Traffic Control Division Coordinator, the Signal Technician I, II, or III performs work as directed for the installation, maintenance and repair of signals, lighting, etc. for which the department is responsible. Essential Duties and Responsibilities: Signal Technician I Starting Pay: $19.15/hr
  • Installs, maintains and repairs traffic signals, intelligent traffic systems, street lighting, school zones and other departmental equipment
  • Utilizes a laptop for various traffic signal software applications
  • Tests electrical and electronic equipment, including traffic signal heads, streetlights, controllers, auxiliary equipment, and other systems to ensure they operate as intended
  • Operates and inspects Traffic Division Aerial Tower Trucks as directed
  • Inspects and assesses work areas to determine type of work required and materials and equipment needed.
  • May operate a lift or bucket truck, auger truck, forklift or trencher under the general direction of a higher-level technician or supervisor.
  • Confers with other supervisors to coordinate vehicles and heavy equipment required for task completion
  • Maintains assigned vehicle in a clean and orderly fashion
  • Participates in traffic division field operations as required
Signal Technician II Starting Pay: $21.23/hr
  • Completes Signal Technician I duties in addition to:
    • Operates a lift or bucket truck, auger truck, cranes, forklift or trencher.
    • Completes field reports and other service related paperwork that may include time and materials used, failure/repair data, and follow-up actions that may be required.
    • Performs inspections and preventive maintenance work on traffic signals by replacing defective equipment, including poles and other electrical systems, as necessary.
    • Ensures that all new level I employees can properly maintain and repair small problems in cabinets and safely operate the bucket truck.
    • Provides guidance, support, and training to lower-level techs for entry-level duties and assists crews as needed.
Signal Technician III Starting Pay: $25.69/hr
  • Completes Signal Technician II duties in addition to:
    • Directs and coordinates the activities of personnel engaged in the servicing and repair of traffic signals, school zones and street lighting by performing duties directly or through subordinate employees.
    • Investigates complaints and reports of signal malfunctions to determine corrective action and assigns work accordingly.
    • Oversees the scheduling and daily operations of the signal technicians.
    • Assists signal technicians in diagnosing malfunctions in traffic signals, school zones, street lighting and associated equipment and inspects completed work.
    • Reviews completed work orders to ensure all data is correct.
    • Maintains warehouse, assists Operations Assistant in ordering materials, reviews inventories and monitors usage of materials.
    • Oversees contracted repair services and new contracted services work; determines equipment needed for repair, properly identifies and marks equipment for outgoing repairs.
    • Performs personnel evaluations of subordinates.
    • Participates in traffic division field operations, assists in the Traffic Management Control operations.

Minimum Requirements: Signal Technician I:
  •  IMSA Traffic Signals Technician Level I Certification (Preferred)
Signal Technician II:
  • Completed requirements for Signal Technician I.
  • Two years of experience as a Bucket Truck Operator or two years’ experience working in traffic signals and street lighting.
  • International Municipal Signal Association (IMSA) Work Zone Temporary Traffic Control Technician Certification OR IMSA approved Work Zone equivalent Safety Certification Preferred (Must obtain within six months of hire)
  • IMSA Traffic Signal Field Technician II Certification.
  • Roadway Lighting Level I Certification
Signal Technician III
  • Completed requirements for Signal Technician I & II.
  • Five years of experience working in traffic signals and street lighting.
  • Two years of supervisory experience.
  • International Municipal Signal Association (IMSA) Work Zone Safety Specialist Certification.
  • IMSA Traffic Signals Technician Level III Certification
  • IMSA Traffic Signal Inspector Certification
All Candidates:
  • High School Diploma or GED equivalent.
  • Valid State of Florida Commercial Driver’s License (Class B minimum) with a clean driving record.
  • Must work overtime, and be on standby or on-call as directed.

Must be able to move objects up to 100 pounds, and use abdominal and lower back muscles to provide support over time without fatigue.  Constant movement and use of limbs; this position requires good manual dexterity, coordination and stamina. Regularly works around moving parts, near moving traffic or over roadways with moving traffic, with electrical equipment which poses risk of electric shock, and at precarious heights in an outdoor environment which may expose the worker to inclement weather, excessive heat and humidity. Responsibilities include:

The purpose of this position is to perform highly skilled technical work in the installation, operation, maintenance, and repair of traffic control devices to ensure safe, efficient, and reliable traffic flow throughout the Village. Employees are eligible for on-call pay for after-hours emergency response.   1. Traffic Control Device Installation, Control, Maintenance, and Repair
  • Tests, diagnoses, installs, and repairs specialized electronic equipment and computerized traffic control devices; conducts preventative maintenance inspections of traffic control equipment including devices, cabinet, and signal pole conditions.
  • Troubleshoots circuits utilizing voltmeter or oscilloscope and related equipment.
  • Designs and installs circuitry to modify operational capabilities of existing equipment.
  • Utilizes and develops timing schedules for control of traffic signal devices; analyzes traffic flow data and makes recommendations for changes to timing.
  • Responds to urgent traffic signal malfunctions; directs traffic; repairs signal; contacts signal contractor if unable to repair.
  • Monitors existing traffic control devices; makes recommendations for replacement.
  • Operates diagnostic equipment.
  • Sets up controllers, time clocks, microwave detectors, emergency vehicle detectors, illuminated signs, and other signal equipment.
  • Operates equipment such as aerial lift truck, hand tools, and other mechanized equipment; performs manual labor; works in inclement weather.
  1. Street Light Installation, Maintenance, and Repair
  • Tests, diagnoses, installs, and repairs streetlights.
  • Troubleshoots circuits utilizing voltmeter or oscilloscope and related equipment.
  • Responds to urgent streetlight malfunctions; directs traffic; repairs streetlights; contacts contractor if unable to repair.
  • Monitors existing streetlights; makes recommendations for replacement.
  • Operates diagnostic equipment.
  • Operates equipment such as aerial lift truck, hand tools, and other mechanized equipment; performs manual labor; works in inclement weather.
 
  1. Administrative Support
  • Maintains records; creates reports.
  • Maintains supplies and parts inventory; initiates orders for various needed supplies, materials, and equipment; monitors usage.
  • Works with supervisor to prepare requests for new equipment, materials and supplies.
 
  1. Miscellaneous Functions
  • Stays abreast of new trends and technologies available in the field of traffic signals.
  • Attends meetings, seminars and conferences.
  • Performs related duties and responsibilities as required.
Position requirements: Knowledge, Skills and Abilities:
  • Methods, techniques, tools, and equipment used in performing traffic control installation, repair, and maintenance.
  • Traffic signal computer systems and traffic control.
  • Principles and practices of electricity, electrical wiring, conduit bending and solid-state electronics.
  • Uniform Traffic Control Devices guidelines and regulations.
  • Applicable safety practices and procedures.
  • Signal electronics and equipment specifications.

 Experience and Training:
